Request for Proposal (RFP): Selection of Service Provider(s) Based in Canada to Conduct an evidence-based research on Strengthening Integration of Indian Migrant Workers in Canada through Community & Diaspora Partnerships
The International Organization for Migration (IOM) is an intergovernmental organization established in 1951 and is committed to the principle that humane and orderly migration benefits both migrants and society.
The International Organization for Migration (IOM) invites qualified service providers to submit proposals for conducting an evidence-based research study on the integration of Indian migrant workers in Canada. The study will examine the role of diaspora organisations, host communities, and local support systems in facilitating migrant integration, while generating practical evidence and policy recommendations to strengthen community-based approaches, social inclusion, and protection outcomes in Canada.
The selected service provider will be responsible for undertaking a rigorous, evidence-based research study and producing a comprehensive report that generates actionable insights on the integration of Indian migrant workers in Canada. The study should inform policies, programmes, and communitybased approaches by identifying effective models for diaspora engagement, host community participation, and migrant integration, while contributing to future bilateral cooperation on labour mobility and migration governance between India and Canada.
1. The Application must be submitted only through IOM India email at iomindiaprocurement@iom.int No later than 11:59 Hrs (IST), Sunday, 16 Aug 2026. Late Applications will not be considered.
2. The proposal must include a detailed description demonstrating how the Company/Service Provider’s capabilities, experience, knowledge, and expertise align with the requirements outlined in this document.
3. Applications must be submitted in English and follow the format prescribed by IOM. All required information must be provided, with clear and concise responses to each point specified. Incomplete or non-compliant submissions that do not fully address this Request for Proposal may be disqualified.
4. The Application document should comprise of the following:
a. The technical proposal (Annex A) duly signed on all pages by the Company/Service Provider’s Authorized Representative.
b. Additional information for due diligence
i. Memorandum of Association
ii. Portfolio of relevant projects and initiatives
iii. Past three years annual reports
iv. Contact details
5. Proposals are invited from credible Indian institutions, including those applying in consortium with other reputable organizations. Please note that the scope of work does not require any overseas travel.
6. Companies/Service Providers seeking clarifications regarding the content of this document may submit their queries in writing to IOM at: abhattacharj@iom.int
All clarification requests must be received no later than 16 August 2026. IOM will respond accordingly.
