The Digital Impact Alliance (DIAL) seeks an individual consultant to conduct a comprehensive assessment of Benin's digital payment ecosystem to inform the country's Digital Public Infrastructure (DPI) roadmap.
Scope of Work includes:
- Assessing the national legal and regulatory framework applicable to electronic payments, benchmarked against BCEAO/WAEMU standards
- Mapping supply of electronic payment services (banks, electronic money institutions, telecoms, fintechs) and underlying infrastructure
- Analyzing demand and usage of electronic payment services, including gender and rural/urban disparities
- Identifying dependencies between the payments ecosystem and other DPI components (digital identity, data exchange)
- Assessing ecosystem governance and coordination mechanisms between public and private actors
- Assessing regional integration and interoperability within the WAEMU zone
- Conducting comparative benchmark against two to three reference countries
- Formulating prioritized recommendations and an operational roadmap
Deliverables:
- Assessment model (by 11 September 2026, ~10 days)
- Desk review report, stakeholder mapping and interviews (by 30 September 2026, ~10 days)
- Diagnostic report and workshop presentation (by 16 October 2026, ~10 days)
- Contribution to DPI roadmap (by 30 November 2026, ~10 days)
All deliverables in French with English executive summaries. Work starts approximately August 31, 2026.
Ideal Profile:
- Master's degree in information systems, digital transformation, or related field
- Minimum 10 years general experience in digital transformation or finance, including at least 5 years in digital payment systems
- Proven experience conducting assessments, stakeholder consultations, and producing analytical reports
- Experience in Sub-Saharan Africa or emerging market contexts
- French C2 (mandatory); English C1 (required)
- Must be based in Benin; no travel or relocation costs available
- Individual consultants only; organizations not considered
