Individual Consultant for the Assessment, Design and Roadmap Development of EDM's GIS Customer Mapping and Systems Integration Framework
The Government of Mozambique, through Electricidade de Moçambique, E.P. (EDM) acting as Project Implementation Agency for the World Bank-financed Accelerating Sustainable and Clean Energy Access Transformation (ASCENT) project (IDA-D9340), seeks an Individual Consultant for the Assessment, Design, and Development of the Implementation Roadmap for EDM's Customer GIS Mapping and Systems Integration Framework.
The assignment is time-based, estimated at twelve (12) months, during which five (5) missions shall be completed.
Scope of Services:
- Assess EDM's current GIS customer mapping capabilities and systems integration landscape
- Design a comprehensive GIS Customer Mapping and Systems Integration Framework
- Develop an implementation roadmap for the framework
- Ensure coordination of services in compliance with the Terms of Reference
- Lead the project team in review, development, and implementation of registration, designation, and asset management systems
Qualifications and Experience Required:
- Degree in Electrical Engineering or a related field, complemented by experience in Business Administration
- Minimum 15 years of professional experience in project coordination, registration, designation, and asset management of electrical networks and power generation, transmission, and distribution systems
- Demonstrated experience in managing digitalization projects, remote equipment monitoring, and implementation of centralized databases
- Proven experience in design and implementation of integrated management systems including Enterprise Asset Management Systems (EAMS), Workforce Management (WFM), and Geographic Information Systems (GIS)
- Experience implementing similar projects in Africa
- Excellent oral and written communication skills in English; knowledge of Portuguese is an advantage

Selection will be in accordance with the Individual Consultant Selection method per World Bank Procurement Regulations for IPF Borrowers, 7th Edition, September 2025.
