Start Network is seeking a consultant or organisation to support Phase 1 of the design of its future Service Provider Model. The purpose of this phase is to define the strategic, operational and financial basis for Start Network's role as a service provider within the network, and to develop clear recommendations for the next phase of work. The assignment should define how Start Network can best enable its members through shared services, infrastructure, capabilities and brokering arrangements, while recognising the roles of the Secretariat, hubs, members and third-party providers. Timeline: RFP issued 27 July 2026; proposal deadline 14 August 2026; shortlisting and interviews 17-28 August 2026; contract award August 2026; start of work September 2026; delivery of draft model December 2026.
