The European Union Agency for Fundamental Rights (FRA) is organising a call for expression of interest to constitute a reserve list for Seconded National Experts (SNE) in the Justice, Digital and Migration Unit. The position is based in Vienna, Austria, for an initial period of one year (renewable up to four years) under FRA's secondment rules. FRA provides independent, evidence-based advice to policymakers to help ensure full respect for fundamental rights across the EU.
The Justice, Digital and Migration Unit's work spans three Sectors: Justice and Security; Data and Digital; and Migration and Asylum, involving socio-legal research, desk research, qualitative fieldwork, quantitative surveys and stakeholder engagement. The SNE role for 'Data, AI and Digitalisation' focuses on addressing uses of AI with respect to fundamental rights compliance (AI Act, DSA, cybercrime, online content moderation).
Duties: support the conceptualisation and development of research on AI and digitalisation and its impact on fundamental rights; support oversight of outsourced/internal research; draft and re-draft content for reports and publications aimed at non-technical audiences in English; provide in-depth expert input to research; and present the Unit's findings at meetings and events.
Eligibility: be employed by a national/regional/local public administration, IGO, or public-sector university/research organisation for at least 12 months before secondment; be a national of an EU/EFTA Member State or a country in accession negotiations; hold a university degree in IT, computer science, AI, data science, or law/social science with a major IT/AI/data science component. Language: C1 English plus B2 in another EU language. Essential criteria include at least 3 years of relevant professional experience, published material on AI/digitalisation/new technologies, and demonstrated knowledge of the EU regulatory framework (AI Act, DSA, data protection acquis).
