The Principal Business Intelligence Specialist (Operations) is assigned to the Office of Business Intelligence and Operations Coordination (BIOC) at ADB Headquarters in Manila, Philippines, reporting to the Head, Sector Operations Coordination and overseeing junior team members. The role supports BIOC's mandate by analyzing sovereign operations data and providing insights that strengthen data-driven decision-making across ADB, improving understanding of the early stages of the project cycle through data-informed pipeline management and complementing existing portfolio oversight. Work focuses on monitoring and analytics for upstream project processing, using lessons learned and forward-looking analysis to improve project efficiency, readiness, and quality, and consolidating and validating data from systems such as eOperations and Sovereign Operations (SovOps). Responsibilities include: overseeing and assessing the project pipeline for consistency with sector, thematic, and regional priorities; enhancing quality and readiness of project data for reporting and monitoring, including Board approvals and early identification of processing delays; using data analytics to track pipeline delivery, identify bottlenecks, and recommend improvements; supporting data-driven decision-making for project prioritization and resource allocation; developing dashboards, visualizations, and reports; collaborating with regional and sector teams; and representing BIOC in cross-functional working groups. Qualifications: a Master's degree (or equivalent) in information technology, data science, business administration, economics, or engineering (or a university degree with at least 5 years of specialized experience); at least 12 years of relevant experience in data analytics, portfolio analytics, or business intelligence, including international experience; hands-on experience with tools such as Power BI and Tableau; and proficiency in spoken and written English. Position grade TI3.
