What we are looking for:
The Norwegian Refugee Council (NRC) is seeking a highly qualified, resilient Area Manager for Venezuela who will be responsible to ensure high quality and effective programme/project implementation in the areas affected by the earthquakes.

What you will do:
• Line management responsibilities for directly reporting staff. This includes the:
o Performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement.
o Responsible for key processes as workforce planning, recruitment, staff induction and development and ensure Duty of Care for own staff
• Member of the Country Management Group (CMG)
• Assess needs, develop and implement NRC´ emergency response in the area and ensure optimal use of resources
• Overall responsibility of managing the Area Office ensuring internal structure in both programmes and support functions are in place
• Responsible for overall staff security and safety, including completing security risk assessments for the area and possible new areas of intervention
• Ensure the implementation of all projects and programmes active in the area in line with NRC´s standards and donors’ requirements

What you will bring

Minimum 3-5 years of experience working as a Senior Project Manager / field manager / area manager in a humanitarian context:
• Previous experience working in emergency response especially with start-up phase
• Previous experience in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in Spanish and English, both written and verbal
• Context related skills, knowledge and experience
• University degree in Social Sciences, Economic Sciences and Administration or similar.
• Experience in capacity building and development of management teams.
• Experience leading large teams and managing personnel with favourable results.
• Knowledge/experience in strategic direction, budget planning and management, and project management.
• Experience working with donors and/or cooperation agencies.

Previous experience in Latin America is a plus

What we offer:
• Duty station: Caracas, Venezuela
• Contract: national or international contract, 6 months, extendable (note for international contract: Caracas is a Non Family Duty Station).
• Travel: up to 40%
• Salary/benefits: grade 10 on NRC’s regional salary scale, with accompanying terms and conditions

On 24 June, two powerful earthquakes measuring 7.2 and 7.5 struck northern Venezuela just 39 seconds apart, triggering more than 1,200 aftershocks. Nearly a month later, the official death toll has risen to more than 5,000, with close to 17,000 people injured. The earthquakes have generated significant humanitarian needs, particularly in Caracas, Miranda, La Guaira and Aragua. As of 20 July, 107 temporary shelters were operating across the affected areas, with total capacity of 27,898 people and a current occupancy of 23,350 people.

In response to the crisis, NRC launched emergency programmes in the affected areas and is now seeking an Area Manager to oversee and lead its operations in the newly established area of operation.
