Request for Expression of Interest (Consulting Services - Individual Selection) under the South Sudan Energy Sector Access and Institutional Strengthening Project (ASSIST), Grant No. E166-SS, Reference No. SS-MOED-559480-CS-INDV. The Government of South Sudan has received World Bank funding to implement ASSIST, which is being implemented by the Ministry of Energy and Dams (MoED) and South Sudan Electricity Corporation (SSEC). The Project seeks to increase access to electricity services and strengthen the institutional capacity of the electricity sector in Juba, Yei, Upper Nile Region and Bahr-Gazal. MoED intends to apply part of the proceeds to engage a Project Accountant (Individual Consultant) for a period of eighteen (18) months. The objective of the assignment is to support the implementation of sound financial management arrangements for the ASSIST Project. Selection criteria: Bachelor's Degree in Accounting, Finance, Commerce, Business Administration or related field; a professional accounting qualification (ACCA, CPA, CIMA, CIPFA, CA or equivalent) at Part II level or above; a Master's Degree in a related field is an added advantage; minimum five (5) years of progressively responsible experience in accounting and financial management; at least three (3) years of experience in donor-funded projects, international organizations, NGOs, government projects or development institutions; demonstrated experience in accounting software and ERP systems (experience with Odoo, ERP systems, World Bank-financed projects or public sector financial management systems is a strong advantage); and experience in preparation of bank reconciliations, financial reports, audits and fixed asset management. The consultant will be selected in accordance with the Open National Competitive Selection of Individual Consultants method set out in the World Bank's Procurement Regulations for IPF Borrowers (July 2016, revised through February 2025).
