REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION). The Government of Malawi has received a grant from the International Development Association (IDA) of the World Bank toward the cost of the Digital Malawi Acceleration Project and intends to apply part of the proceeds for hiring of a Data Centre Cloud Architect. The overall aim of the project is to increase access to, and inclusive use of, the internet and improve the Government's capacity to deliver digitally enabled services. Under Component 2 (Interoperable and secure data platforms), covering Next Generation Digital ID and identity verification services including eKYC and Public Key Infrastructure (PKI), the project wishes to recruit a Data Centre Cloud Architect to strengthen the Department of e-Government. The position is tenable at the National Data Centre in Lilongwe. With the support of the Data Centre Manager, the Architect will be responsible for designing, planning, and implementing cloud solutions within the data centre environment. Shortlisting criteria: a minimum of a Bachelor's degree in Computer Science, Information Technology or a related field (Master's an added advantage) with at least five (5) years of experience in cloud architecture, including at least 2 years in a data centre environment; relevant certifications such as AWS Certified Solutions Architect, Microsoft Certified Azure Solutions Architect Expert, or Google Professional Cloud Architect (added advantage); experience in hybrid cloud environments and cloud security practices and tools including identity and access management, encryption, and firewalls; strong understanding of data centre technologies including servers, storage, networking, and virtualization; proficiency in infrastructure-as-a-service; familiarity with containerization and orchestration technologies such as Docker and Kubernetes. The successful candidate will work with the Department of e-Government for a period of two (2) years renewable annually subject to satisfactory performance. The Public Private Partnership Commission (PPPC) now invites eligible individual consultants to indicate their interest in providing the services and to submit information demonstrating the required qualifications and relevant experience. A Consultant will be selected in accordance with the Individual (INDV) selection method set out in the World Bank Procurement Regulations for IPF Borrowers (September 2025).
