This position will be an employee of Lutheran World Relief. The RISE Fund project strengthens disaster preparedness, governance, and resilience in Nepal's most vulnerable provinces, Karnali and Sudurpaschim. The program runs across multiple sectors to reduce humanitarian risks and build inclusive disaster risk management systems through four components: Emergency Preparedness & Coordination; Shelter & Relief Support; Health & WASH Services; and Protection & Logistics. The Monitoring, Evaluation and Learning (MEL) Officer is a project-based position supporting DRR, Health Preparedness, Emergency and Humanitarian Response programming in the Karnali and Sudurpaschim Provinces. The MEL Officer reports to the DRR, Emergency and Humanitarian Response Manager and is responsible for strengthening the project's MEL system by ensuring high-quality data collection, analysis, reporting, and evidence generation. Responsibilities include maintaining project databases and monitoring tools; planning and supporting household surveys, FGDs, KIIs, rapid assessments, baseline/endline studies, and outcome harvesting; reviewing partners' narrative reports (PMP, tracking tables); ensuring data quality and timely validation; preparing monthly, quarterly, annual and donor reports; documenting Most Significant Change stories and lessons learned; providing training and technical support to staff and partners on MEL systems; maintaining digital MEL dashboards; and promoting integration of AI and digital technologies. Requirements: Bachelor's degree in social science, public health, public administration or related field; minimum three (3) years of MEL or project management experience with I/NGOs, preferably in DRR and emergency health projects; knowledge of humanitarian standards (HMIS a plus); strong data analysis and report-writing skills; fluency in English and Nepali; proficiency in Office 365. The position holder is expected to spend 30% of time in field in the two provinces and 25% of time on other LWR projects.
