The Government of Somaliland has received financing from the World Bank toward the Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceeds to hire an International Environmental Specialist under the Center of Excellence for Portfolio Coordination Unit (CEPCU), Ministry of Finance and Economic Development (MoFED). The Specialist will provide technical advisory support, portfolio-level environmental safeguards oversight, environmental risk monitoring, and systems strengthening across World Bank-financed operations in Somaliland, while ensuring knowledge transfer to designated government counterparts. Key responsibilities include: advising on environmental risk management in line with the World Bank Environmental and Social Framework (ESF) during preparation and implementation; supporting preparation of ESCP, SEP, ESMF, LMP, and ESSA/Program Action Plan documents; guiding environmental screening and scoping; developing and updating project-level environmental risk instruments; monitoring compliance and preparing portfolio-wide environmental compliance/risk reports; coordinating with Social Development Specialists on grievance redress mechanisms; maintaining a portfolio-level environmental risk tracking system; and delivering a structured capacity-building and knowledge-transfer plan so counterparts can assume the role by January 2028. Qualifications: Master's degree in environmental sciences or a related field (Ecology, Natural Resources Management, Geosciences, Environmental Policy, or equivalent); minimum 10 years of relevant experience in environmental impact assessments, audits, legal/policy review, and safeguard management plans for internationally financed projects (preferably World Bank); at least 8 years in donor-funded programs applying the World Bank ESF or equivalent; demonstrated experience developing environmental instruments (ESMF, ESIAs, ESMPs, screening tools). Knowledge of Somaliland/Somalia environmental laws and experience in fragile and conflict-affected environments are advantages. Excellent English writing and communication skills are essential. The assignment is for 12 months; the Specialist reports to the Head of CEPCU under the overall guidance of the Director General, MoFED. Selection follows the World Bank's Procurement Regulations for IPF Borrowers (Individual Consultant Selection).
