Recruitment of TA for Capacity Assessment of Local Environment Committees (LECs)
Request for Expressions of Interest (Individual Consultant Selection) under The Gambia Public Administration Modernization for Citizen Centric Service Delivery (PAMP) Project, Grant No. IDA-E3820, Reference No. GM-CPCU-MOFEA-516922-CS-INDV. The Government of The Gambia, through the Ministry of Finance and Economic Affairs (MoFEA) and the National Environment Agency (NEA), invites eligible individual consultants to conduct a Capacity Assessment of Local Environment Committees (LECs).
Scope of Work: Review and assess the governance framework (regulatory, institutional, technical and financial) underpinning the LECs' absence/inability to be established or to operate effectively, and the challenges across national and local government levels. Prepare a detailed, comprehensive report with recommendations and an implementation plan for the GoTG through the NEMC to establish and operationalize all LECs. Deliverables include an inception report, document review, stakeholder mapping, comprehensive analysis, stakeholder engagement and consultations, and a final report with recommendations. Contract duration is 3 months. The full Terms of Reference will be made available upon request.
Qualifications: Master's degree in Environmental Management, Natural Resource Governance, Public Policy, Public Administration, Development Studies, Social Sciences or a related field (professional certifications in institutional capacity assessment, results-based management or participatory planning desirable). Minimum 10 years of progressively responsible experience in institutional capacity assessments, organizational development or governance strengthening, preferably with public sector or decentralized local government entities. Demonstrated experience with environmental management institutions, local government authorities, or community-based natural resource management structures in Sub-Saharan Africa (Gambia or West Africa experience an advantage). Proven track record assessing legal, regulatory and institutional frameworks and designing practical institutional strengthening plans with costing and timelines, plus strong experience in inclusive, participatory stakeholder mapping and consultation. Consultant selection will follow the Individual Consultant Selection (IC) method under the World Bank's Procurement Regulations for IPF Borrowers (February 2025).
