Purpose of consultancy: The full-scale invasion of Ukraine by the Russian Federation in February 2022 has resulted in widespread human rights violations and breaches of international humanitarian law, including conflict-related sexual violence (CRSV). In response, the UN Special Representative on Sexual Violence in Conflict (SRSG-SVC) and the Government of Ukraine signed a Framework of Cooperation (FoC) to coordinate national efforts on CRSV prevention and response. Under Phase II of the EU-funded Ukraine Joint Programme on CRSV (2025-2026), UNFPA seconds national consultants to select government agencies, including the Ministry of Social Policy, Family and Unity of Ukraine. The National Consultant will support the Ministry in implementing state policy on combating sexual violence related to the armed aggression against Ukraine. Main tasks: support implementation of state CRSV-prevention policy and the FoC Implementation Plan; provide technical support for legal, policy and methodological frameworks on CRSV prevention, survivor assistance, social protection and reparations (incl. Law No.4067-IX); coordinate the Ministry's engagement in national CRSV coordination mechanisms including the Inter-Agency Working Group; strengthen survivor-centred, trauma-informed, gender-responsive services and referral pathways; deliver capacity-building initiatives and knowledge products; support monitoring, analysis and reporting; participate in field missions; and facilitate localization of CRSV response. Deliverables include a policy/legislative/analytical support package, capacity-building and methodological support package, and strategic recommendations and sustainability framework. Education: Advanced university degree (Master's or equivalent) in public administration, social science, international relations, international human rights or related field. Experience: minimum 2 years in human rights and gender equality, GBV or related fields required; knowledge of CRSV response frameworks and Women, Peace and Security agenda a strong asset; inter-agency coordination experience an asset. Languages: Fluency in Ukrainian and working-level English. Duration: 01 August 2026 (tentatively) to 31 December 2026, based in Kyiv with a hybrid work modality.
