The Ministry of Infrastructure and Sustainable Energy (MISE), Government of Kiribati, has received financing from the World Bank towards the cost of the South Tarawa Sanitation Project (STSP) - P176108 and intends to use part of the proceeds for consulting services. The Ministry invites eligible individual consultants to express interest in serving as STSP Environmental Safeguard Officer (Open/National). The Consultant will be recruited for an initial period of one (1) year, with the possibility of extension subject to satisfactory performance, commencing in Q3 2026 on a full-time basis under a Time-Based Contract at an agreed monthly rate. Essential qualifications: a tertiary qualification (Bachelor's degree or equivalent) in a field such as environmental science, engineering, biodiversity, or geoscience; at least two to three years of relevant work experience in environmental risk management; fluency in English with strong verbal and written communication and a working knowledge of te taetae ni Kiribati; and experience working in Kiribati. Desirable requirements include experience in the water and sanitation sector and on development-partner-financed projects, understanding of relevant Kiribati Government procedures related to environmental management, a working knowledge of the World Bank's environmental safeguards policies and implementation processes, strong reporting skills, and proficiency in email and Microsoft Office applications. The consultant selection follows Individual Consultant Selection under the World Bank's Procurement Regulations for IPF Borrowers (Sixth Edition, March 2025), with attention to the conflict-of-interest provisions in Section III, paragraphs 3.14, 3.16 and 3.17.

The deadline for submission of EOIs is 31 July 2026.
