Job Title: Finance Officer (Grants and Compliance) – ARTICLE 19 Europe
 
Contract: Part Time, 32 hours per week
 
Salary: Circa EUR 54,000 gross per annum pro-rata (plus 8% holiday allowance and 8% pension contribution)
 
Location: The Netherlands. Article 19 Europe is a flexible employer and encourages a hybrid working environment. The frequency of time in attending the office and working from home is to be agreed with the successful candidate.
 
Key responsibilities of your role will include: 
  • You will support the financial management of ARTICLE 19 Europe, contributing to both the delivery of donor-funded projects and the financial oversight of the organisation as a Dutch “stichting”.
  • The role focuses on ensuring accurate financial reporting, compliance with donor and Dutch regulatory requirements, and supporting programme teams in the effective financial management of projects.
  • Working closely with the Regional Director, programme teams, and the Global Finance Team, you will help maintain reliable financial processes and contribute to the smooth running of financial operations across the office.
  • Your areas of knowledge and expertise that matter most for this role are:
Knowledge and Skills
  • Good understanding of financial management, including budgeting, reporting, and basic financial controls
  • Familiarity with grant financial management and donor compliance requirements, especially government and European donors, as well as private foundations
  • Understanding of accounting principles, including restricted funding in a non-profit context
  • Strong Excel skills and ability to work with financial systems (e.g. Sage or similar)
  • Attention to detail and ability to manage multiple tasks and deadlines
  • Ability to work collaboratively in a multicultural environment
  • Fluency in English required; working knowledge of Dutch strongly preferred and considered a significant asset
  • Experience
  • At least 5-7 years of relevant experience in finance, accounting, or grant finance roles
  • Experience supporting financial reporting for donor-funded projects is desirable
  • Experience working in a non-profit or international organisation is an advantage
  • Experience supporting audits or working with financial controls is an advantage
  • Experience working with partners or multiple stakeholders is beneficial
