Organizational Context and Scope
Under the direct supervision of the Regional Director (RD), with an operational reporting line to the Deputy Director General for Management and Reform and under the technical oversight of the relevant Departments and Divisions of the Management and Reform Pillar; and in close collaboration with other Departments and Divisions at Headquarters (HQ), as well as with the Country Offices (COs), the Deputy Regional Director (Management) performs deputizing and advisory functions for the Regional Director on management, financial, administrative and oversight- related matters. The Deputy Regional Director (Management) will provide strategic advice and substantive support to the Regional Director in the management of the Regional Office and exercise leadership and guidance to the RO and COs within the Region. They will be responsible and accountable for managing and overseeing all budgetary, financial, human resources, supply chain management, Information and Communications Technology (ICT), internal controls, risk management, staff welfare, organizational compliance, and other administrative management functions.

Responsibilities:

Strategic leadership:
1. Provide overall leadership on strategic developments in the Region in line with the Regional Strategic Plan and IOM’s Strategic Plan, and lead the resources mobilization function of the RO, ensuring compliance with International Organization for Migration (IOM) rules and procedures centered on high-quality service provision to IOM’s beneficiaries and Member States.
2. Ensure close coordination of all matters related to the implementation of the Regional Strategic Objectives with the Deputy Regional Director (Operations) and jointly advise the Regional Director of pertinent developments.
Regional Office Functions:
1. Provide strategic advice to the Regional Director on all aspects of administration, budget, finance, and personnel management in accordance with IOM rules, policies, and procedures.
2. Lead the development and implementation of short and long-term management objectives and provide advice on general management-related matters within the scope of the RO.
3. Liaise with governmental, intergovernmental, donors, UN agencies, and partner entities on resource management-related matters with a view to ensuring effective implementation of IOM’s mandate, including representing the Organization at relevant high-level and inter-agency meetings.
4. Review the structure of the RO and COs and coordinate the annual budget submission, recommend structural adjustments, and control spending to ensure that costs are contained within approved allocations.
5. Supervise the Finance, Human Resources, Staff Welfare, Information and Communications Technology (ICT), Supply Chain Management, and Change Management structures of the RO.
6. Review and approve budgets contained in Concept Notes/Project Proposals as part of the project endorsement process, including relevant risk management aspects.
7. Coordinate the Risk Register Matrix and Business Continuity Plan (BCP) and act as Focal Point for UN Efficiency Agenda (Business Operation Strategy (BOS), Common Back Office (CBO), etc.) for the Regional Office.
8. Supervise the resources management staff in the Regional Office and guide Heads of Resources Management in the COs.
9. Track and monitor regional statistics with regard to diversity and gender balance, ensure relevant planning, and assist Chiefs of Mission (CoMs) in the achievement of the pertinent goals.
10. Coordinate with Headquarters (HQ) and Administrative Centers on the implementation of institutional policies in the area of resource management.
11. Ensure the establishment of clear staff welfare guidance and enhancement in the Region and provide advice and guidance to Resources Management Officers (RMOs) to fully implement related plans.
12. Ensure region-wide oversight of the adherence to mandatory IOM trainings, including application and implementation of IOM’s gender, equity, and social inclusion standards.
13. Serve as Officer in Charge (OiC) during the absence of the Regional Director, as per applicable delegation of authority.

Oversight of Country Offices’ performance:
1. Provide technical supervision of RMOs in the Region, maintaining a clear overview of arising challenges and guiding the management of the COs in the resolution of those challenges.
2. Oversee the provision of first-line support, guidance, and training to the Heads of Resources Management, CoMs, and other concerned IOM staff in the Region with respect to IOM's policies and procedures relating to administrative, financial, human resources, enterprise resource planning (ERP), risk management, supply chain management, ICT, and legal affairs related matters.
3. Formulate and monitor the implementation of internal controls to prevent fraud and mismanagement. Guide COs in using compliance control tools.
4. Review the Risk Registers and Risk Management Plans, Business Continuity Plan (BCP), and Business Operation Strategy (BOS) of the Country Offices under the Regional Office. Ensure quality assurance of those in coordination with relevant departments and offices in the HQ.
5. Support and provide high-level guidance to COs with the preparation of legal agreements, including the Host Country Agreement, and Privileges and Immunities (P&Is).
6. Provide guidance to CoMs and Heads of RM in managing the human resources function of their COs and coordinate with DHR for the resolution of complex situations.
7. Monitor the financial management and compliance function in the Region to address issues relating to accounting, budgeting, and treasury matters.
8. Ensure appropriate support is provided to run ERP functions (e.g., payroll, accounting, procurement, etc.) for COs that do not allow for segregation of duties.
9. Ensure the maintenance of the optimal organizational structures of COs and provide substantive support and guidance to CoMs and Heads of RM with the restructuring and rightsizing of the COs in order to meet the budgetary and organizational requirements.
10. Oversee and coordinate staff development and learning in the Region, including leading and organizing regular resource management-related trainings for the COs.
11. Provide budget development support to COs in close coordination with the Regional Thematic Specialists (RTS’s) and other RO Heads of Units to ensure that relevant aspects of the Country Office are covered.
12. In coordination with the Regional Director, provide guidance to and closely monitor the COs at risk or under observation.
13. Undertake duty travel to the COs, as needed.
14. Perform such other duties as may be assigned.

Qualifications:

Required Qualifications and Experience:

Education:
• Master’s degree in Business Administration, Management, or a related field from an accredited academic institution with fifteen years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:

Progressively responsible professional work experience in an international development context, as elaborated below:
• Demonstrated experience in financial management in a large humanitarian organization with a global footprint;
• Demonstrated experience in internal controls assessment, risk management, and compliance;
• Experience and sound knowledge in human resources management;
• Experience handling challenging and complex management situations, implementing institutional reforms; and,
• Experience in liaising with governmental and diplomatic authorities, UN agencies, and other international institutions.

Skills:
• Demonstrated ability to lead, motivate, and supervise multi-disciplinary and multi-cultural staff of various backgrounds;
• Knowledge of UN and/or IOM systems and processes;
• Demonstrated the ability to coach and mentor staff in the area of management;
• Proven ability to establish and maintain productive partnerships with clients;
• Knowledge and understanding of donor programming, IOM, and/or UN rules, regulations, and policies in the area of resource management;
• Proven experience with utilizing enterprise resource planning tools such as SAP and Oracle;
• Excellent communication and negotiation skills; and,
• Demonstrated personal commitment, efficiency, and drive for results.

Languages:
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Working knowledge of Arabic and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
