TEAM PURPOSE:
The Association of International Development Agencies (AIDA) is a membership-based coordination forum, comprised of more than 80 international non-governmental and non-profit member organisations (INGOs), which share common values and interest in promoting quality development and humanitarian programs in the oPt. AIDA is supported by a professional Secretariat and governed by an Executive Committee (ExCom), which is elected by and from its member organisations. AIDA is hosted by Oxfam.

AIDA strengthens the collective influence and relevance of international NGOs, together with their national partners, in the oPt, by leading collective advocacy, coordinating to address operational challenges, and promoting programming effectiveness and quality. AIDA members contribute to an environment in which humanitarian, development and civil society organisations operate efficiently, deliver effective programming, and are able to advocate for and influence policy to foster sustainable development, poverty alleviation, and the full realisation of human rights in the oPt.

JOB PURPOSE: The AIDA Senior Access and Liaison Lead is a key figure in the AIDA Secretariat and responsible for leading all AIDA negotiations with relevant authorities. The Senior and Access Lead will:
* Lead the development of the AIDA Access strategy for WB and Gaza.
* Lead relationship development with key line ministries related to INGO operations including with the Palestinian Authority.
* Work closely with UN agencies to co-chair various access working groups and develop joint positions to support INGO access to the oPt.

KEY STAKEHOLDERS
AIDA staff and board: AIDA Secretariat, ExCom and members, AIDA Special Advisors, Consultants • AIDA groups: AIDA Advocacy Working Group, Advocacy Steering Committee, Operations and Program SubCommittees, and ad hoc groups • AIDA member organizations, Relevant Authorities in oPts including CmCoord Functions, UN, INGOs and Donor States.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Generic responsibilities
1. Adhere to AIDA & Oxfam policies, tools, handbooks and guidelines;
2. Contribute to the implementation of the support functions according to AIDA strategy and action plans;
3. Assist with timely and punctual communications for AIDA to support the overall effectiveness as a coordinating body
4. Prepare and develop status reports as required by management;
5. Ensure proper filing of documents, both physically and digitally;
6. Promote and share ideas for improvement of the support function.
7. Perform other tasks as required by management.
8. Contribute to AIDA strategy development, proposals and needs analysis;
9. Promote the rights of Palestinians in oPt, in line with the AIDA strategy;
10. Coordinate implementation of the delegated portfolio;
11. Provide regular progress reports to the AIDA Director

Specific Responsibilities:
ACCESS AND ENGAGEMENTS
* Lead the development of AIDA's first access strategy – outlining approaches to address both bureaucratic access impediments and operational access issues in the West Bank, Gaza and Israel (where required).
* Stakeholder mapping of relevant authorities and impact on AIDA member operations. Developing an engagement plan for working to address challenges.
* Relationship development: Identify key stakeholders within the relevant authorities governments and serve as the primary point of contact and liaison with the authorities on behalf of AIDA and in some cases, on behalf of AIDA members where required.

ANALYSIS
* Sit Reps and Updates: Develop analysis, reports on access challenges faced by INGOs operating in the oPts. Including the development of surveys to collect data from member agencies on key challenges faced for external and internal audiences.

AIDA OPS SUPPORT
* Provide internal briefings on key policy & advocacy issues to secretariat, ExCom & AIDA members
* Engage with the AIDA membership, and contribute to collecting relevant data and information o Supporting the communications officer in data collection and analysis from AIDA's member organizations, using different online tools, including designing regular surveys and polls of AIDA's members and relevant stakeholders'
* Contribute to AIDA program management, including proposal writing, budget development and monitoring, and donor reporting;
* Support the organization of meetings, including disseminating invites, booking locations, managing online programming, taking and disseminating Minutes of Meetings
* Supporting the secretariat in event management, for workshops, trainings, press conferences, briefings, and other events and functions, such as AIDA monthly general meeting, and Excom monthly meeting
* Work with Oxfam operational support staff to carry out support services functions including, procurements, HR finance and bookkeeping related to AIDA

COORDINATION
* Work closely with UN Access Support Unit, OCHA, UNDSS and INGO security focal points to develop joint positions and strategies for engagement.
* Re-establish the AIDA Access Working Group for members.
* Co-chair the WB Access Working Group on behalf of AIDA and sit on the Strategic Access Working Group.
* Maintain and strengthen relationships with key external stakeholders, including UN agencies and UN-led coordination mechanisms, local authorities, local NGOs and civil society organisations, donor/diplomatic community and media.
* Participate, and represent AIDA, in relevant coordination mechanisms (e.g. PNGO, HCT AWG); Coordinate with Palestinian CSOs and NGOs, in line with the AIDA strategy.
* Strengthen and maintain working relationships with key external stakeholders, including local authorities and local NGOs and civil society organizations.

EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL
Generic competencies
* Experience in a complex and volatile humanitarian/recovery context;
* Documented results related to the position's responsibilities;
* Knowledge about own leadership, coordination and facilitation skills/profile;
* National posting to be based in the West Bank. Ability to access Jerusalem is a requirement.

Professional skills & competencies
* Relevant University Degree(s);
* At least 5 years of relevant work experience in access, civil military coordination within a large NGO/INGO/UN or civil society coordination structure;
* Strong knowledge of the key challenges facing humanitarian and development sectors in Palestine;
* Demonstrated track record of addressing INGO access challenges in complex crises.
* Demonstrated experience of building relationships with government ministries.
* Strong understanding of the legal landscape for INGOs operating in the oPts and relevant legal background necessary to support INGOs in navigating bureaucratic access challenges.
* Strong understanding on the structure and hierarchy of key line ministries and institutions within the Israeli government infrastructure.
* Considerable knowledge of the diplomatic structures in Palestine and in relevant countries and key capitals;
