POSITION SUMMARY - This position is based in Bogotá, Colombia
This Coordination role shall evaluate, prevent, manage, and control the levels of risk associated with the Organization, utilizing all of the Organization's resources and physical assets nationwide to minimize risk levels and ensure the comprehensive safety of employees and operations, in compliance with the Organization's guidelines and policies.
Contribute to the implementation of the Occupational Safety and Health Management System, with the goal of maintaining the standards required by CI and applicable current legislation; as well as proposing best practices that enable the successful implementation of our programs and the optimal sustainability of CI Colombia. Additionally, provide support to the HR and Administrative departments in any processes that may be required.
Finally, the Coordinator must respect and comply with the institutional rules established by CI, and work closely with the People & Culture and Administrative Department, the Senior Director of Operations, the Regional Security Director, and the Vice President of the Colombia Program.
RESPONSIBILITIES
- Ensure the development of and compliance with CI's Comprehensive Security guidelines and policies for the Colombia Program.
- Establish, maintain, and improve security procedures that support the development of programs and operations, minimizing risks related to physical and comprehensive security for the Colombia Program. Ensure compliance with the Security Manual for rural and urban operations.
- Design and implement internal training programs related to CICL's Comprehensive Safety System, aimed at staff members, consultants, and partners of our organization.
- Prepare for and handle audits conducted at CIColombia, whether by CI Global, donors, and/or external stakeholders.
- Ensure comprehensive security conditions for the operation of CICL's facilities, including its stations, the main office in Bogotá (this includes locking up the office at the end of each day), and any other facilities temporarily used by personnel representing CICL and/or CI Global within the country.
- Ensure the oversight, monitoring, and implementation of the contract with the security company for the surveillance cameras at CICL's offices; also, conduct daily monitoring of the areas covered by the cameras, which operate 24/7.
- Analyze, report on, and ensure the comprehensive security conditions required for foreign and domestic visitors received by CICL. Provide information to help ensure that expatriate and Colombian staff travel safely in rural areas and that staff are effectively informed of the security situation and road conditions so they can follow recommendations to minimize risks through monitoring.
- Keep the CICL Management Team informed about potential risks related to CICL's programs, physical facilities, and personnel.
- Analyze and propose improvements to information systems (software), methodologies, and procedures that ensure comprehensive security within the organization.
- Support HR (P&C) in: Investigations (disciplinary proceedings) for security-related breaches. Lead and support the management of the CICL Emergency Brigade. Conduct orientation sessions on comprehensive safety standards, collaborating on activities aimed at promoting a safe work environment and the well-being of employees.
- Conduct inspection visits to CICL offices and those of partner communities as needed, in order to ensure the safety of our staff.
- If necessary, liaise with civil and military authorities for risk management; coordinate field trips, ensuring compliance with our policies. This includes assessing the risks of the areas to be visited, modes of transportation, evacuation plans, etc.
- Implement and ensure the proper execution of CICL's Vehicle Program, which includes daily monitoring of CICL-owned vehicles to ensure compliance with our safety and security policies and applicable local laws.
- This Coordinator serves as backup for the Administrative Coordinator.
QUALIFICATIONS
Required
- 2 to 4 years of work experience in similar positions.
- Certified experience in: risk analysis, conducting safety studies, route analysis, and monitoring the movement of cargo and/or people.
- Assurance and coordination of land mobility for staff; trainer/instructor in security and risk topics; control management.
- Proficiency in using Microsoft Office.
- Experience working with communities and stakeholders.
- Analysis and investigation of incidents/near misses (on-site where the incidents occur).
Preferred
- Professional in Business Administration or Engineering.
- Basic level of English.
- Retired non-commissioned officer of the Armed Forces or the National Police.
- Knowledge of occupational safety and health.
- Experience leading workshops and training sessions.
- Knowledge of ISO standards, particularly ISO 45001 and ISO 31000.
