About This Role
The Human Resources Specialist I supports the overall HR operations of the organization by implementing HR programs, policies, and procedures across recruitment, employee relations, compensation and benefits, learning and development, and compliance with Philippine labor laws. The role ensures efficient HR service delivery and contributes to a positive and compliant work environment.

Primary Responsibilities

Recruitment, Onboarding and Records Management
* Support end-to-end recruitment activities including job posting, candidate sourcing, application screening, interview coordination, and onboarding processes.
* Assist in drafting and posting job advertisements through various recruitment platforms, job portals, and professional networks.
* Coordinate interview schedules and participate in panel interviews in collaboration with hiring managers and selection committees.
* Facilitate completion of pre-employment requirements and preparation of onboarding documentation including employment contracts, appointment letters and other related documents.
* Coordinate and conduct employee onboarding and orientation programs to ensure smooth integration of new hires into the organization.
* Ensure timely completion, accuracy and proper filing of employee 201 files and onboarding requirements.
* Maintain updated recruitment trackers, employee databases and HR records while ensuring confidentiality and data privacy compliance.
* Assist in monitoring recruitment status, onboarding progress and employee documentation for compliance and reporting purposes.
* Ensure proper safekeeping and regular updating of personnel files and HR documentation.

Compensation and Benefits Administration
* Payroll management, coordination and ensure timely pay-out.
* Support payroll administration and coordination to ensure accurate and timely salary processing and pay-out.
* Coordinate and validate payroll inputs including attendance, leave balances, overtime, deductions and salary adjustments.
* Ensure payroll records and supporting documents are accurate, complete and properly maintained.
* Administer employee compensation and benefits programs.
* Administer government-mandated benefits including SSS, PhilHealth, Pag-IBIG, and BIR-related requirements.
* Ensure accurate and timely submission of statutory reports and contributions.
* Support enrollment and administration of HMO and other company benefits.
* Ensure timely processing of employee movements and benefits claims.
* Facilitate HMO enrollment, claims, and benefits inquiries.
* Assist in salary benchmarking and compensation reviews.
* Maintain updated employee master list and HR records.

Offboarding and final pay administration
* Coordinate employee offboarding processes including clearance completion, exit interviews, and retrieval of company assets.
* Administer and coordinate final pay computation, ensuring accuracy and compliance with company policies and labor regulations.
* Coordinate with Finance and relevant departments for timely processing and release of final pay and separation documents to resigned employees.
* Prepare and maintain offboarding and separation records, ensuring proper documentation and confidentiality.

Employee Relations and Engagement
* Help in the implementation of employee engagement, wellness, and organizational activities to promote a positive workplace culture.
* Assist in addressing employee concerns and HR inquiries in a timely and professional manner.
* Promote adherence to organizational values, policies, code of conduct, and safeguarding standards.
* Support the implementation of workplace protection, safety, and safeguarding policies and initiatives.
* Maintain accurate and confidential employee relations records and documentation.

Performance Management and Learning & Development
* Provide support in organizing internal and external training, workshops and learning activities.
* Maintain employee training records and learning databases.

HR Compliance and Policy Administration
* Ensure compliance with Philippine labor laws, DOLE regulations, and organizational policies and procedures.
* Assist in the review, updating, and implementation of HR policies, procedures, and guidelines.
* Support internal and external audits, compliance reviews, and documentation requirements.
* Maintain confidentiality and proper handling of sensitive employee information and records.
* Prepare and maintain HR reports, analytics, and documentation for management and compliance purposes.
* Support monitoring of compliance with safeguarding, data privacy, occupational safety, and organizational standards.

HR Administrative and Operational Support
* Provide HR administrative support to various departments and field offices.
* Coordinate with Finance, Accounting, Administration and other internal departments on employee-related and administrative matters.
* Assist in organizing company events, staff meetings, trainings and employee engagement activities.
* Support procurement processes and vendor coordination for HR-related services and activities.
* Assist in audits, accreditation requirements, and compliance documentation.
* Perform other HR and administrative duties as assigned by management.

Required Experience and Education
* Bachelor's degree in human resources management, psychology, organizational development or related field with at least 4 – 6 years of progressive HR experience.
* Experience handling multiple HR facets including recruitment, employee relations, and compensation and benefits.
* Experience working in NGO, humanitarian, or development sector is an advantage.
* Strong understanding of Philippine labor laws and HR practices.
* Knowledge of DOLE compliance and statutory requirements.

* Perform additional tasks as assigned by the supervisor.
