The post holder will develop and ensure the systematic application of safety management policies and procedures across all of Tearfund's operational areas in the regions (referred to as Clusters) of West Africa. (There may also be some cross-regional working with the East and Central Africa safety and security manager as well.) They will achieve this through building capacity and motivation of the entire team around security analysis and management as appropriate across roles. This will include the assessment of threats, provision of advice to manage risk; the maintenance and updating of safety and security procedures and support to those procedures across the country teams and cluster team, and ensuring that field safety and security working practices are robust and that all staff are aware of, trained in, and adhere to Tearfund's approach to safety and security management, policies and procedures and effectively contextualised to the context through the safety and security plans, procedures and Standard Operating Procedures (SOPs).
 
The post holder will sit within the International Safety and Security Team, provide and update training of staff in the region and countries, and is the focal point for provision of support during critical incidents in any of the regions' countries along with the global support from the International Safety & Security Manager and team members.
 
The post is responsible to the International Safety & Security Manager, with dotted line management into the WA Regional Program and Opps Lead to ensure that the objectives and expectations of the role serve the needs of the country and cluster teams while remaining in line and supported by the technical team. The post holder works in close collaboration with the country and cluster senior management, as well as those responsible for management security in country and field locations, supporting them in security decision making and providing analysis and advice.
 
Other key responsibilities are:
  • Participate with the senior management teams in developing the country strategy and associated implementation plans/ programme budgets, along with the safety & security plans and other required safety and security risk management processes
  • Ensure that all programme activities and locations are assessed and monitored in relation to staff safety and security risk management, and make recommendations on procedures and practices to reduce staff risk and vulnerability to key decision makers.
  • Support all other WA countries with their SSP updates. Facilitate the review of the country-level safety and security plans in conjunction with the Country Directors as part of a fully inclusive process involving a broad representation of team members. Publish, publicise and implement the agreed documents through regular workshops, presentations and as part of an induction programme for new staff.
  • Provide support to project staff in the developing and implementation of local safety and security plans. Facilitate the revision of safety and security plans and procedures for all operational areas in accordance with Tearfund's global safety and security guidelines (on personal safety of staff, offices, accommodation, warehouses).
  • Ensure revised safety and security policies and procedures for the country programmes are approved by the respective Cluster Lead and shared appropriately
  • Represent and promote Tearfund as a leader in all safety and security related networks and cluster meetings; attend all cluster meetings, participate in the NGO and all other inter-agency (and UN) information sharing.
  • Research and analyse safety and security environment nationally and locally for all Tearfund office/project areas from a variety of local and international sources, NGO security cluster/Security Tree, UNDSS, OCHA and other INGOs in order to produce a formal weekly security update.
  • Support teams in their ongoing threat assessments and compile reports on security assessments of offices, staff guest houses, field sites and project areas. Compile and verify the effective completion of the required safety and security processes, including checklists, country security risk ratings etc across all project locations and the country office.
  • Ensure all incidents are effectively supported with real-time support to country and cluster teams, as needed, and that the necessary follow up actions are completed and reflected in the incident report form (IRF). Ensure that the ISS Team Assistant is aware of when to close an IRF and move on to the database.
  • Advise project staff on preparation of project budgets which include adequate provision for security measures and training, and to support compliance with good practice/agreed minimum standards and policies for the sector.
  • Ensure security, and health and safety training needs are factored into the annual programme budget and individual donor budgets.
  • Raise training and budgetary needs of the country and cluster to the International Safety & Security Manager.
  • Cultivate greater safety and security awareness and culture across the team through prioritizing skill development and coaching all staff in relevant areas of safety and security.
  • Map training needs (including personal welfare & safety and management), develop and provide regular training for all international and national staff on personal safety, responding to common threats as well as managing safety (where applicable) in line with the corporate training programme/strategy. Examples of training include compound safety, security guards, convoy driving, threat assessments, contingency planning, health and safety, and communications procedures.
  • Ensure that all aspects of the programme are managed and implemented in accordance with signatory codes of conduct and accepted good practice.
  • Facilitate learning reviews, incident debriefs and other evaluations. Ensure learning from reviews, evaluations and audits is understood and disseminated to field, UK-based stakeholders and other programmes. Working with the International Safety and Security Officer or Manager in the UK to ensure learning is placed on internal knowledge management channels.
  • Build positive working relationships with sector-related personnel in relevant security networks, including INSO, local communities, UN, NGOs and donor agencies where relevant. Ensure that Tearfund has and is leading in a wide network of security contacts and sources of information, and support Country Directors to engage with and get the most out of our networks.
  • Attend all inter-agency security meetings, conferences and workshops. Participate in any other incident/information-sharing mechanisms

Please note: The candidate should have the right to live and work in Nigeria, Burkina Faso, and Togo. The candidate should have excellent written and verbal communication skills in English and French, good interpersonal skills to work in a cross-cultural setting.
