Hedayah is looking for a Procurement and Contracts Officer to ensure that the organization's procurement, contracting, and grants processes are compliant, transparent, and aligned with donor regulations and organizational policies. The role supports project teams throughout the full procurement lifecycle, from planning and tendering through to contract management and compliance monitoring. Based in Abu Dhabi, the position requires a minimum of six years of experience in procurement or contract management, preferably in an international setting.

JOB SCOPE
The Procurement and Contracts Officer play a central role in ensuring that Hedayah's procurement, contracting, and grants processes are compliant, transparent, and aligned with donor regulations and organizational policies. The role provides direct support to project teams throughout the procurement lifecycle--from planning and tendering to contract management and compliance monitoring--while maintaining strong coordination with suppliers, internal stakeholders, and the finance teams.

PRINCIPAL RESPONSIBILITIES
1. Tendering and Procurement Support
* In consultation with the HR and Administration Manager and Support Services Director, support the maintenance, and where relevant, enhancement, of Hedayah's procurement policies and practices. This must have due regard for quality assurance, operational requirements and practical exigencies, regulatory/donor compliance, and adherence to relevant laws, policies and procedures.
* Support project teams throughout the tendering process by researching and communicating legal and compliance requirements, preparing or reviewing procurement documents, and assisting with all related administrative steps.
* Draft and send official letters, notifications, and emails to bidders and stakeholders, ensuring clear communication of procurement outcomes.
* Negotiate with suppliers on pricing, delivery schedules, specifications, and contract duration for lower-value contracts to achieve cost efficiency and best value.
* Lead the review and improvement of procurement policies and procedures, ensuring alignment with best practices and value-for-money principles.
* Conduct market research to identify preferred service providers for recurring purchases and maintain updated insight into market trends and pricing.
* Ensure procurement and contracting activities are conducted in accordance with conflict of interest, confidentiality, ethical procurement, and records retention requirements.
2. Contracts Development and Management
* Initiate, draft, develop, implement, and manage contracts for the procurement of goods and services across the organization, ensuring accuracy and compliance.
* Support project teams in preparing and/or reviewing consultant contracts and other contractual documents in accordance with donor requirements and Hedayah policies.
* Assist teams in amending, extending, or renewing contracts by reviewing supporting documents and ensuring timely approval and signature processes.
* Maintain an up-to-date contracts database and conduct periodic reviews to ensure proper tracking, adherence, and documentation.
* Prepare NDAs and any additional legal or contractual documentation required by operational needs.
3. Grants Administration and Compliance
* Support teams in the grants awarding process, including participating in the evaluation of project proposals, documenting evaluation outcomes, and drafting official communications in line with donor requirements.
* Prepare and update grant contracts and addenda when required, ensuring compliance with relevant grant agreements and organizational standards.
* Research, compile, and maintain updated information on donor rules, regulations, procurement guidelines, and compliance requirements based on grant agreements, donor policies, and official sources.
4. Coordination and Stakeholder Liaison
* Act as the key liaison between Hedayah staff and the legal team to ensure that all upcoming contracts comply with donor regulations and internal procedures.
* Participate in project planning meetings, documenting requirements, ensuring clarity for all involved teams, and supporting procurement planning from the early stages.
* Coordinate closely with the Finance Team regarding fund availability for procurements and contract commitments.
* Monitor the approval cycle for procurement documents, contracts, and payment requests--including Grant Payment Approvals--and ensure timely processing through internal workflows.
* Maintain procurement and contracts tracking tools and support timely processing, reporting, and audit requests.
5. Financial and Budgetary Support
* Support Finance and Program teams in developing budgets, reviewing financial forecasts, conducting cost analyses, and ensuring the financial feasibility of procurement activities.
* Identify opportunities for cost savings and improved financial efficiency across procurement initiatives.

QUALIFICATIONS
Education
* A university degree (Bachelor's Degree or equivalent) in business administration, public administration, commerce, law or a related field is required. An advanced level university degree (Master's Degree or academic equivalent) in a related field would be advantageous.
Work Experience
* A minimum of six (6) years of progressively responsible experience in procurement, contract management, procurement related to the implementing partners activities, contract administration, logistics and supply chain management or related area is required.
* Ability in conducting international tender exercises to award contracts is required.
* Experience of working in an international setting, preferably in or with government entities or international organizations is desirable.
* Professional procurement certifications (such as CIPS or equivalent) would be considered an advantage.
