Duties and responsibilities:
This is a team-leader and/or organizer type position expected to take initiative and provide the seasoned execution of a project and/or activities in the fulfillment of the mission of the Security and Justice Section of the Department of Public Security and is assigned all or part of the following responsibilities. The duties and functions outlined below apply specifically to the role of the Deputy Project Manager for the implementation of the project "Enhancing the Operational Capacity of the Haitian National Police (HNP) and the Gang Suppression Force through the Construction and Equipping of Forward Operating Bases and Mobile Control Capabilities in the West Department," aimed at refurbishing five forward operation bases in the West Department of Haiti and providing comprehensive logistical support to the HNP:

* Support the coordination of the implementation of the project: "Enhancing the Operational Capacity of the Haitian National Police and the Gang Suppression Force through the Construction and Equipping of Forward Operating Bases and Mobile Control Capabilities in the West Department" in Haiti.
* Review, validate and approve information in support of the project area, development and strengthening of relations with Member States, key institutions and dialogue promotion, including but not limited to: coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, drafting and reviewing reports; and networking activities.
* Evaluate related trends and events affecting the political situation in Haiti, recommending actions, drafting talking points and speeches.
* Make proposals for and participate in the formulation and execution of projects, activities and initiatives for the organization of fact-finding, needs assessment, and advisory missions in Haiti.
* Take a lead role in monitoring the execution and accounts of projects, processing and following-up on administrative and financial actions in liaison with the appropriate staff members, including but not limited to hiring human resources, purchasing equipment and supplies, travel, etc.
* Participate in various initiatives, and activities in the area of the project, including drafting, reviewing, validating and editing - for consistency and language - correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications.
* Oversee databases containing information on project-related activities, conducting analyses and producing reports and summaries on a regular or ad hoc basis.
* Participate in the planning, fundraising, implementation and evaluation of missions, programs, projects and activities at Headquarters and in the field, including participating in training seminars and other programs
* Actively engage in the Performance Evaluation System: Provide leadership, guidance, coaching, and motivation to staff by regularly discussing performance and providing feedback; solve interpersonal conflicts; actively support the development and career aspirations of staff; evaluate performance fairly. Also, staff member should establish work expectations with the direct supervisor by defining individual annual objectives.
* Perform other related duties as assigned, including replacing and backstopping for others.

Qualifications:

Education & Experience:
Essential: First University Degree (Bachelor's) in international relations, public policy, security studies, project management, political science, law, business administration, economics or related fields and 7 years of experience in similar positions including project management at national and/or international level OR Advanced University Degree (Master's) in one of the fields listed above and 4 years of relevant experience OR Doctorate and 1 year of relevant experience.

Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.

Languages
* Essential - Proficient in French and English (read, write and communicate)
* Desirable - Practical knowledge of Spanish, Portuguese and/or Creole.

Computer Skills:
Essential: Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point), project management tools, virtual collaboration platforms and software applicable to the area of work.

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.
