Overview of position
Background:
The Afghanistan Food and Drug Authority (AFDA), as the national regulatory authority, is responsible for ensuring the quality, safety, and efficacy of medicines, medical devices, healthcare products, and food. Despite important progress, Afghanistan's regulatory system continues to face challenges, including limited technical capacity, high dependence on imported products, inconsistent adherence to quality standards, and evolving systems for product registration, inspections, licensing, and market surveillance. Strengthening AFDA's regulatory functions in alignment with our client norms and standards is essential to protect public health, prevent substandard and falsified products, and support the country's broader goals for health system resilience and universal health coverage.
To advance these priorities, AFDA is implementing regulatory reforms guided by the our client Global Benchmarking Tool (GBT), which provides a structured framework for assessing regulatory maturity and developing Institutional Development Plans (IDPs). To accelerate progress, specialized technical support is required to strengthen GBT implementation, enhance capacity in GMP, regulatory workflows, medicines registration, regulatory information systems, and AMR-related oversight. The engagement of an international consultant will provide targeted expertise, hands-on mentoring, and capacity-building to AFDA staff, supporting the development of sustainable, evidence-based, and internationally aligned regulatory systems that effectively safeguard public health in Afghanistan.
Role objectives
1. Purpose of the consultancy
The purpose of this post is to design, develop, and maintain high-quality databases to meet AFDA requirements. The incumbent ensures seamless integration between backend and frontend systems, delivers secure and maintainable code, and contributes to the overall efficiency and scalability of AFDA's digital services.
2. Output:
The outputs of this post include scalable and secure web applications that provide reliable backend services and responsive frontend interfaces. The role ensures enhanced user experience, efficient database integration, and high application performance. By maintaining best practices and documentation, it supports future scalability, sustainable software maintenance, and the successful delivery of digital services.
3. Tasks
· Design, develop, and maintain scalable web applications using Django (backend) and React + TypeScript (frontend).
· Build and optimize RESTful APIs and integrate with PostgreSQL databases.
· Implement clean, maintainable, and secure code following best practices.
· Collaborate with designers, product managers, and other developers to deliver high-quality features.
· Troubleshoot, debug, and optimize application performance and write and maintain technical documentation
Deliverables:
Deliverable 1: Fully functional databases and Clean, maintainable, and secure code adhering to best practices.
Deliverable 2: Technical documentation covering system architecture, workflows, and APIs.
Deliverable 3: Optimized application performance, troubleshooting, and debugging reports.
Qualifications and Experience:
Education:
Essential:
· Bachelor's degree in computer science, Information Technology, Software Engineering, or a related field. A Master's degree is preferred and may be considered an asset.
Experience:
· A minimum of 2 years of progressively responsible experience in database development, design, and Django, react.nexjs at a specialist level.
Skills / Technical skills and knowledge:
• Excellent interpersonal and communication skills.
• High sense of responsibility and strong organizational skills with ability to work under pressure.
• Advanced computer literacy (Word, Excel, PowerPoint, etc.)
Languages:
• Excellent knowledge of English
• Good Local Languages (Pashto and Dari)
