Positioning and reporting

Under the authority of the Deputy Director General for Institutional Affairs and Governance of the World Organisation for Animal Health (WOAH) and the direct supervision of the Head of the Regional Coordination Department.

Job purpose

The World Organisation for Animal Health (WOAH) supports its Members in strengthening animal health systems and addressing global challenges through coordinated governance, strategic planning and regional implementation. To ensure impact and relevance, WOAH is advancing efforts to modernise its processes and governance framework so that institutional discussions and strategic priorities are effectively translated into coherent and visible action at regional level.

Within this context, the Regional Coordination Department (RCD) contributes to strengthening the institutional, operational and coordination conditions that support the effective delivery of WOAH's strategies across regions. The Department strengthens the operating model of Regional and Subregional Representations (RR/SRR), supports active Member engagement through regional institutional governance processes, and structures cooperation between Headquarters and regional offices to ensure that institutionally identified regional priorities are translated into well-coordinated and impactful regional action.

The Regional Coordination Officer contributes to the Department's mission by supporting the coordination and follow-up of one or more assigned WOAH region (s). The Officer assists with the preparation and follow-up of regional governance processes and institutional events. Under the guidance of the Head of Department, he/she supports coordination between Headquarters and Regional and Subregional Representations on regional matters requiring institutional alignment, structured follow up, governance or cross-regional coherence. He/she contributes to consolidating regional planning, reporting and institutional information. The Officer maintains a structured overview of the institutional and operational situation of the assigned region(s), including monitoring and coordination of agreed actions emerging from regional governance discussions, supporting regional planning, and relevant administrative developments.

The Officer contributes to ensuring that regional activities are planned and reported in alignment with Members' priorities, as expressed through regional governance processes.

He/she provides analytical support and timely signals to the Head of Department on emerging coordination, administrative or resource-related issues, without exercising decision-making or supervisory authority.

Missions and activities

Support to the Regional Operating Model
– Assist in implementing the harmonised regional operating framework (planning cycles, reporting tools and coordination procedures) in the assigned region(s).
– Support the assigned region(s) in consolidating planning and reporting information, encouraging the integration of Members' priorities expressed through institutional processes and the documentation of related results and impact.
– Assist in tracking follow-up actions related to regional institutional governance recommendations.
– Support onboarding processes for regional team members
– Compile and consolidate information on regional activities, good practices, technical networks and staffing developments for internal analysis and reporting.

Support to Regional Institutional Governance
– Assist in the preparation, logistical coordination and documentation (including drafting meeting notes and summaries) of Regional Conferences and other institutional meetings organised by the Department.
– Assist in coordinating the review, clearance and translation workflow of documents related to Regional Commission Conferences and other institutional meetings organised by the Department, ensuring timely circulation and revision.
– Support the consolidation of Members' recommendations, priorities and requests emerging from regional governance discussions.
– Assist in tracking agreed follow-up actions resulting from regional governance processes.
– Contribute to the preparation of briefing materials, background notes and summaries related to regional governance activities.

Support to HQ–Regions and Interregional Coordination
– Assist in maintaining structured communication between RCD and RR/SRR.
– Support the coordination of information exchanges between Headquarters and assigned regions, as required and under the guidance of the Head of the Regional Coordination Department.
– Contribute to the organisation of interregional exchanges and experience-sharing initiatives.
– Support the collection and consolidation of feedback and lessons learned to inform internal analysis and the development of best practices.

Requirements

Qualifications and Experience

Required Qualifications
– Master's degree or equivalent in political science, international relations, development studies, public administration, business administration or a related field.
– Two to four years of relevant professional experience in institutional coordination, governance processes, international cooperation, or programme/project support within an international or multi-stakeholder environment.
– Demonstrated experience in supporting planning, reporting and follow-up processes, including the consolidation and structured analysis of information from multiple stakeholders.
– Experience preparing briefing materials, summaries or governance-related documentation.
– Familiarity with the institutional and governance structures of intergovernmental organisations is highly desirable.
– Experience working in multicultural and international environments is an asset.

Required Skills

Technical Skills
– Excellent written and spoken English.
– Working knowledge of a second official language of WOAH (French or Spanish) is highly desirable.
– Strong drafting and reporting skills, with the ability to produce clear, concise and well-structured documentation.Proficiency in Microsoft Office applications (Word, Excel, PowerPoint); familiarity with collaborative document management tools.
– Ability to organise and manage multiple information streams and coordination processes effectively.

– Ability to communicate effectively with diverse stakeholders in a multicultural environment.
