The consulting services ("the Services") involves undertaking of field project coordination tasks into PCU struture, in close liaison with the ANE, INATRO, other stakeholders and in accordance with the Legal Agreements, and per the project operations manual. A high degree of initiative and a pro-active and consultative approach will be required from the SRSEI Program field Coordinator in order to achieve the outcomes of this assignment.
The assignment is based in Sofala Province, with regular field presence across the assigned N1 road corridor. The expected duration of the assignment is 24 months, subject to three month probation period and satisfactory performance assessment. The Project Coordinator will report directly to the PCU Portfolio Coordinator, based at the Ministry of Transport and Logistics in Maputo.
The criteria for selecting the Consultant are:
Mandatory requirements
Bachelor's degree in Civil Engineering, project management, construction management or related field.
At least Fifteen (15) years general working experience, of which least 10 years of progressive experience in civil works project managementspecifically for roads of at least 50 km or other infrastructure of similar complexity to the programExperience in contract administration and management of consultants/contractors, including tracking deliverables, reviewing outputs, facilitating acceptance, and supporting invoice certification processes.
Experience in contract management based on FIDIC, including prevention and/or mitigation of claims that involve financial losses to the Employer.
Knowledge of the World Bank's Environmental and Social Framework (ESF), in particular ESS1, ESS2, ESS4, and ESS5..
Demonstrated ability to lead or coordinate teams and to work effectively with government counterparts at central and provincial levels, private sector, communities and other stakeholders.
Working experience in Mozambique.
Fluency in Portuguese and English (both written and spoken)
Desirable requirements
Master degree in Civil Engineering, project management, construction management or related field.
Familiarity with OPBRC and/or Design Build contract structures.
Familiarity with the latest project management techniques and tools is essential. Having professional accreditation for Project Management from a recognized body.
Proven experience coordinating procurement processes and supporting preparation of TORs/specifications/bidding documents, and following procurement steps through contract award.
Demonstrated experience in GBV/SEA/SH-sensitive programme environments.
Good knowledge of BOQ interpretation, Detailing, Specifications, Public Procurement, Project/Contract management, Quality Control and dispute resolution.
Experience in the road safety standards.
Familiarity with national policies, procedures, and government processes.
Experience coordinating field implementation and undertaking regular site visits, including documenting progress, risks, quality and safeguards issues.
Familiarity with STEP (World Bank's procurement tracking platform) and experience with e-SISTAFE or equivalent government financial management systems
