DESCRIPTION OF THE ASSOCIATION
Chain of Hope is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and especially children, the same chances of survival and development.
We work in 28 countries using a comprehensive approach, centered on the child but also on mothers and disadvantaged communities.

• In order to ensure responsibility for medical purchases and technical expertise on consumables and medical devices with his team and the pharmacist and doctors of the association, we are recruiting a Medical Buyer.
JOB AND MISSION
Within the Purchasing and Logistics Department, your mission is to manage the medical purchases for Chaine de l'Espoir (excluding pharmaceuticals and biomedical equipment): medical consumables, sterile medical devices, surgical instruments, and medical furniture. You will also provide technical expertise in these areas, working with volunteer doctors and surgeons and the association's pharmacist, for all projects (surgical missions and hospital programs). Your direct report will be
a medical purchasing officer (on a fixed-term contract) and an intern.
You will work closely with the program teams, the logistics teams at headquarters and in the field, the medical department, and the biomedical and infrastructure department.
MAIN ACTIVITIES*
Purchasing and supply chain management:
• Manage the supply chain for each mission or shipment, in conjunction with the Programs, Medical, Export Logistics, Finance departments and field teams to ensure timely and cost-effective supplies.
• Develop and maintain up-to-date reference materials for Medical Devices required for medical missions, taking into account market developments and the demands of the medical department (technology monitoring).
• Ensure the implementation of the association's procurement procedures in accordance with CDE procedures and the requirements of our funders.
• Ensure traceability and regulatory compliance of purchased products: CE standards, ISO etc.
• Managing development projects within the scope of medical procurement: referencing tenders, local market research, sourcing outside Europe, creation of emergency response kits, etc.
With the purchasing manager:
• To ensure the supply of CDE medical missions with medical consumables, Sterile Medical Devices (SMDs), and medical furniture, in collaboration with the heads of medical missions (doctors, surgeons, IBODE and IADE volunteers going to operate), the medical department and the pharmacist at headquarters as well as the local CDE teams in the countries concerned.
• If necessary, propose alternatives or substitutions for medical devices, depending on supply constraints.
• Place supplier orders and optimize the (re)constitution of necessary stocks, in conjunction with Logistics.
• Ensure the monitoring and development of the supplier network within your area of responsibility, working with pre-qualified suppliers (in conjunction with the Responsible Pharmacist): sourcing, technical monitoring
• Optimize the commercial conditions granted to Chaine de l'Espoir within its scope: price negotiations, implementation of framework agreements, development of supplier partnerships.
2. Dedicated field technical expertise:
• Study and validate the supply chain of new projects (surgical missions or hospital projects) within its scope, in collaboration with the pharmacist, the biomedical, medical and logistics departments.
• Together with the Responsible Pharmacist, study and validate or not the opportunity of local purchases for Medical Devices and consumables.
• Contributes, with the Responsible Pharmacist and the logistics department, to the writing and implementation of policies, procedures and tools in their area of expertise.
3. Strategy and representation of the association:
• Contribute to the design and implementation of a strategy for developing and optimizing medical procurement (scope, costs, operation)
• Maintain and develop the Chain of Hope network among suppliers, at trade fairs, or in training courses.
4. Team Management:
• To lead and motivate the team to achieve the CDE's objectives within their area of responsibility and ensure the professional development of their team members, in accordance with the association's HR policy. To directly manage the team by providing daily support through regular meetings, defining specific action plans and priorities for them within the framework of implementing the strategy defined for the medical procurement department.

TRAINING AND SKILLS
Education/Experience:
Advanced degree in Purchasing/Supply Chain or IBODE/IADE (Bachelor's +3/+4).
Between 4 and 6 years of professional experience, including proven experience in purchasing medical devices for surgery.
Knowledge of the hospital environment.
Skills and abilities:
• Good knowledge of purchasing and exporting.
• Ability to conduct business negotiations
• Strong ability to work in a team and adaptability to emergencies.
• Proficiency in computer tools: Excel and Word, ideally Oracle NetSuite ERP (purchasing management)
• Fluent English (read, written and spoken).
• Field trips will be required (2 to 3 times per year, approximately one week).
• Knowledge of intercultural contexts.
• Ideally, international experience.
