The Senior Monitoring, Evaluation and Learning (MEL) Officer will provide technical leadership for monitoring, evaluation, learning and adaptive management on a new large grant focused on improving routine immunization coverage in Lomami Province, DRC. The role leads operationalization of the program's MEL framework and measurement of its Theory of Change, determining whether zero-dose and under-immunized children are being identified and reached, whether planned vaccination sessions occur, and whether coverage improves. The officer integrates multiple data streams (DHIS2/Gestion PEV, digital session reporting, GTS/geospatial data, supply-chain monitoring, supervision findings, community data and qualitative evidence) to generate actionable monthly information for programme management, government and health facility decision-making. The post reports to the Manager of Monitoring and Evaluation (DRC), with a dotted line to the global Director of Research, Evidence and Learning, and is a point of contact for the external baseline/endline evaluators. It also supports the MEL for a pilot of Community Health Workers as vaccinators.
Key responsibilities:
- Lead development and implementation of the project MEL Plan, indicator reference sheets, data-flow architecture, reporting calendar, data-quality procedures and learning agenda.
- Analyze routine immunization performance (DTP1, DTP3, MR1), zero-dose children and dropout; triangulate DHIS2 data with project, geospatial and microplan data.
- Monitor planned versus completed fixed, outreach and mobile vaccination sessions and develop early-warning analyses.
- Integrate geospatial mapping and GTS vaccinator tracking with the MEL system.
- Develop and oversee data quality assurance protocols and conduct routine DQAs at provincial, health-zone and facility levels.
- Lead monthly and quarterly synthesis of evidence, support qualitative assessments and facilitate monitoring-for-action sessions.
- Coordinate MEL contributions to donor reporting and milestones; prepare dashboards and analytical briefs.
- Strengthen capacity of provincial health division, EPI branches and health zone teams to analyze and use their own data.
Requirements:
- Bachelor's degree in public health, epidemiology, statistics, monitoring and evaluation, health information systems, social sciences or related discipline; Master's preferred.
- 5-7 years of relevant M&E experience, preferably in immunization, primary healthcare, community health or health-system strengthening, including at least one example of leading M&E for a medium to large program.
- Experience triangulating disparate datasets; practical experience with routine health data and DHIS2 or comparable systems.
- Experience in field data verification, data-quality checks and routine monitoring reports.
- Experience with digital data-collection tools, Excel and data visualization; Power BI an advantage.
- Strong written and spoken French; English fluency an advantage.
- Proficiency in Microsoft Office and Atlas.Ti; strong attention to detail and commitment to data quality.
- Regular field travel to Health Zones, Health Areas and vaccination sites in Lomami Province, including hard-to-reach settings.
