WUSC is seeking a Service Provider (firm/multidisciplinary team) to deliver integrated inter-agency technical assistance to Ghana's Ministry of Food and Agriculture (MoFA), the Commission for TVET (CTVET) and the Ghana TVET Service (GTVETS), under the ACTIVATE project.
Background: Ghana's ATVET sector suffers from fragmented coordination among MoFA, CTVET and GTVETS, creating gaps in Farm Institute oversight, Workplace Experience Learning (WEL), graduate tracking and implementation of sector reforms. The technical assistance will strengthen inter-agency coordination through harmonized governance and implementation processes, better information and data-sharing systems, and stronger alignment of policies, standards and institutional responsibilities.
Objectives: Deploy a 12-month inter-agency synchronization program to (1) harmonize policy and inter-agency governance, facilitating the smooth transition of Farm Institutes into GTVETS under the Education Regulatory Bodies Act, 2020 (Act 1023); (2) scale national Workplace Experience Learning by mapping agribusinesses onto the T-TEL dashboard and standardizing industry placement; and (3) execute national graduate tracer studies, institutionalizing graduate outcome tracking across 15 ATVET institutions.
Team required (4 experts): Team Leader / ATVET Policy & Governance Specialist (12+ years); WEL, Industry & Labour Market Specialist (8+ years); M&E, Tracer Studies & Data Systems Specialist (10+ years); Legal, Regulatory & Institutional Systems Specialist (10+ years). The firm should have 10+ years of track record in inter-agency coordination methodology and data system architecture.
Proposals must include a technical proposal (track record, methodology, work plan and Gantt chart, team CVs) and a separate financial proposal (lump-sum summary, daily fee rates, itemized reimbursables). Evaluation uses QCBS at 70:30 (minimum technical score 50/70). The assignment runs six calendar months with 30 person-days of cumulative effort; the consultant reports to the ACTIVATE Project Director and submits monthly progress reports, with milestone-based payments.
Closing date: 2026-11-05
HOW TO APPLY:
Technical and Financial Proposals must be submitted as separate PDF files by 5th November 2026 via the application link on the WUSC BambooHR posting. Submissions will be reviewed on a rolling basis, and WUSC may proceed to the next procurement stage once suitable submissions are identified.
