The ACTIVATE Project aims to transform Ghana's Agricultural Technical and Vocational Education and Training (ATVET) system. The Commission for TVET (CTVET) is the apex statutory regulatory body. It sets quality assurance standards, accredits A/TVET programs and facilitators, manages national qualifications and oversees Competency-Based Training (CBT) enforcement. WUSC is seeking a Service Provider to deliver a 6-month Technical Assistance program that strengthens CTVET's regulatory operations.
Objectives:
- Mainstream CBT accreditation and enforcement: optimize accreditation pathways and establish sustainable enforcement models that eliminate donor dependency.
- Operationalize and digitize Recognition of Prior Learning (RPL) systems: formulate national RPL policies and deploy a digital RPL candidate-tracking platform.
- Develop sustainable regulatory financing: structure revenue-neutral fee-for-service auditing models, PPP co-financing and statutory TVET levy proposals.
Primary beneficiary: CTVET (Management, Quality Assurance, Standards & Curriculum, Assessment & Certification Directorates, and the Agriculture Sector Skills Body). Secondary stakeholders: accredited TVET institutions and industry bodies.
Duration: six calendar months, with a cumulative level of effort of 30 person-days across all key experts. The Service Provider reports to the ACTIVATE Project Director, submits monthly progress reports, and is paid in milestone tranches on verified deliverables.
Required team (3 core experts):
- Team Leader / TVET Quality Assurance, Accreditation & Regulatory Systems Specialist: 12+ years of experience in TVET systems, CBT quality assurance, accreditation and regulatory compliance, including work with TVET regulatory bodies.
- RPL, Assessment & Digital Systems Specialist: 8+ years of experience in RPL, competency-based assessment, qualification frameworks and digitization of assessment and certification processes.
- TVET Financing, Cost-Recovery & Policy Specialist: 10+ years of experience in public-sector financing, cost-recovery models, fee-setting, PPP/co-financing and policy development.
Proposals need evidence of a 10+ year firm track record, a technical approach, a 6-month work plan, and team CVs. Evaluation uses Quality and Cost-Based Selection (70% technical, 30% financial), with a minimum technical pass score of 50 out of 70.
Closing date: 2026-11-05

Technical and Financial Proposals must be submitted as separate PDF files by 5th November 2026 via the application link on the WUSC BambooHR posting. Submissions are reviewed on a rolling basis, and WUSC may proceed to the next stage of procurement once suitable submissions are identified.
