The ACTIVATE Project is transforming Agricultural Technical and Vocational Education and Training (ATVET) systems across Ghana, equipping young people with market-relevant skills and pathways to dignified employment. WUSC is seeking a Service Provider to design, deploy and institutionalize a 6-month Technical Assistance and Capacity Building Program for the Ministry of Food and Agriculture (MoFA), addressing fragmented institutional planning, underutilized capital assets and limited private sector commercial partnerships at public agricultural training centers.
Objectives:
- Transform MoFA Agricultural Colleges and Farm Institutes into market-aligned centers of excellence that respond to agricultural labor-market needs and attract youth into ATVET.
- Establish Agricultural Public-Private Partnership (PPP) and commercialization frameworks: legal, administrative and risk-management guidelines enabling public training institutions to form sustainable, revenue-generating joint ventures with private agribusinesses while protecting public assets.
- Strengthen institutional performance and governance across MoFA national directorates and institutional leads, including performance-based management and private sector engagement.
Primary beneficiary: MoFA Human Resource Development and Management Directorate (HRDMD) and Principals of Agricultural Colleges and Farm Institutes. Secondary stakeholders: private sector agribusinesses, anchor farms, value-chain actors and local farm communities.
Duration: six calendar months, 30 cumulative person-days across key experts. The Service Provider reports to the ACTIVATE Project Director, submits monthly progress reports, and is paid in milestone tranches upon deliverable sign-off.
Required team (4 core experts): Team Leader / ATVET Institutional Transformation Specialist (12+ years); Agricultural Labour Market & Agribusiness Development Specialist (8+ years); PPP, Agribusiness Investment & Commercialization Specialist (10+ years); Public Asset, Risk & Financial Governance Specialist (10+ years). The firm should show 10+ years leading public sector agricultural reforms, agribusiness commercialization and ATVET development.
