Scope of Work
Indonesia is making significant progress towards strengthening health security and aspires to become a regional exemplar in diagnostics and health innovation. These efforts are central to the realization of the country's Golden Vision 2045. However, translating these ambitions into sustained public health impact requires coordinated action across interconnected strategic pillars, supported by multi-sectoral stakeholder engagement. In 2024–25, the Ministry of Health (MoH), Indonesia, and ERIA developed the ASEAN Diagnostic Security and Self-Reliance (ADxSSR) Roadmap, providing a foundation for diagnostic resilience across ASEAN. Subsequently, the MoH Indonesia, The Rockefeller Foundation, PATH, and ADB convened a high-level private sector dialogue in Bali in October 2025. While these initiatives provide regional perspectives, Indonesia requires a country-specific framework to advance medical device and diagnostic self-reliance. PATH, in collaboration with the MoH Indonesia and potential donors, therefore, proposes a National Strategic Framework and Implementation Roadmap to strengthen domestic capabilities, foster health technology and AI-enabled innovation, and address key health ecosystem constraints.

The framework and roadmap will build on existing national and regional initiatives, including the ADxSSR Roadmap, and identify priority actions across five interconnected strategic pillars:
1. Health-system enablement.
2. Regulatory and standards harmonization.
3. Local manufacturing-led supply resilience.
4. Innovation and research and development.
5. Financing and market shaping.

The activity is expected to provide a practical foundation for coordinated action across government, industry, academia, research institutions, financing partners, and other relevant stakeholders.
