The World Council of Churches' Ecumenical Accompaniment Programme in Palestine and Israel (WCC-EAPPI) seeks an experienced Advocacy and Strategic Lobbying Consultant to support the EU-supported GUARD project, a 36-month action in East Jerusalem and the Jerusalem periphery that focuses on communities affected by forced displacement, settlement expansion, movement and worship restrictions, settler violence and home demolitions. The consultant will strengthen the quality, reach and coherence of WCC-EAPPI's international advocacy by converting verified field documentation into targeted policy engagement, lobby missions and structured follow-up with decision-makers and faith and civil-society networks.
Responsibilities: develop an advocacy and lobbying strategy aligned with GUARD Outcomes 2 and 3; map and prioritise stakeholders in EU institutions and selected Member States, the UK, Canada and the US; prepare briefing notes, talking points and policy asks; design and deliver training and coaching for Ecumenical Accompaniers, former EAs, church representatives and staff; support lobby weeks and delegations in Brussels, Hungary, Italy, the UK, Canada and the US; and maintain a stakeholder follow-up and outcome tracker, with activity reports and a final consultancy report.
Requirements: advanced university degree in international relations, public policy, law, human rights, political science, communications, theology, development studies or a related field; at least seven years of experience in advocacy, government relations, public policy, campaigning or strategic communications; a record of organising high-level lobby missions; strong understanding of EU institutions and at least two other target environments; knowledge of international human rights law, international humanitarian law and the context in Israel and Palestine, particularly East Jerusalem; excellent facilitation, writing and communication skills in English.
The assignment is up to 90 working days, deployed in tranches, primarily home-based with travel where authorised. The consultant reports to the WCC-EAPPI Programme Coordinator.
