Purpose of the Job: The Project Finance Officer works under the Business Control-Grants unit under Finance and is responsible for managing the grant application process, ensuring compliance with grant requirements, supporting grant reporting, budget controls and overall business controls. The officer works closely with programme staff to support developing grant proposals and budgets, and monitors grant expenditures to ensure funds are used according to grant and SNV requirements.

Key responsibilities:
- Support the Business Control Specialist-Grants in managing all donor contracts in the Country Office.
- Coordinate with the Global Office Budget Development team so budget development is finalised on time and allows sufficient review time by the CO team.
- Support the project audit process by responding to auditors' requests on time and ensuring a clean final audit report is shared with the donor on time.
- Report on time all government finance requirements such as tax and other regulations relating to the project.
- Post donor reports in SAP Business ByDesign on time.
- Support the project closure process, ensuring all expenditure and revenue are recorded and pending items cleared.
- Manage assigned sub-grantees, partners, consultants and sub-contractors, ensuring compliance with contractual terms, donor requirements and SNV policies; review contract terms and financial risks before signing; verify liquidation/expenditure reports and post them in SAP; conduct periodic visits and reviews of sub-grantee systems and monitor costs incurred.

Qualifications:
- Bachelor's degree in Finance/Accounting.
- Minimum 5 years' relevant experience in similar positions; good data analysis skills; strong knowledge of financial accounting principles; NGO sector experience.
- Training in computerized accounting; proficiency in Word, Excel and Access; good written and spoken English; SAP ByDesign experience is an advantage.
- Competencies: accuracy, controlling progress, service-minded, integrity, results orientation and proactiveness.

Contract: National, full-time, one year with possibility of extension based on performance and budget availability. Expected start date: January 1, 2027. Duty station: Addis Ababa.
