The Danish Refugee Council (DRC) has been responding to humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees and, more recently, the impact of the economic and financial crises and the ongoing conflict. DRC Lebanon focuses on protection, economic recovery, shelter and site coordination and management, and humanitarian mine action.
The Head of Support Services (HoSS) is operationally and strategically responsible for Finance, Human Resources, Logistics and Procurement, Administration and/or IT in Lebanon. The role oversees and provides strategic direction to the support areas, ensures compliance with DRC procedures and guidelines, and contributes to country strategy development.
Key responsibilities:
- Staff management: lead and manage support managers, build the capacity of operational support staff through training, mentoring and field office visits, and role-model DRC values and code of conduct.
- Support services management: strategic development and implementation of support operations; support the Country Director on donor and authority liaison, compliance, registration and audit; guide HR/Admin policy; lead annual master budgets and monthly expenditure monitoring; ensure robust supply chain, financial and ICT systems.
- Operational management: improve resource management with the Senior Management Team; maintain rapid emergency response capacity in procurement and HR; implement the DRC Risk Management Framework; review country SOPs; follow up on internal and external audit recommendations; contribute to proposals, localisation strategy and partnerships; ensure legal compliance with Lebanese government requirements; substitute for the Country Director when required.
- DRC Dynamics ERP: ensure proper use of ERP functionality and apply its data analytics to improve performance.
Requirements:
- Minimum 7 years' experience in a similar role in an international NGO
- 4 years' people management experience with proven leadership skills
- Proven operational management in complex and emergency settings
- Significant financial, information and systems management experience, including procurement and tenders
- Understanding and experience of institutional fundraising
- Excellent communication, negotiation and problem-solving skills
- Experience with ERP systems (Supply Chain, Finance, HR)
- Full professional proficiency in English and Arabic
- Master's degree or advanced professional qualification in Finance, Business Administration, Logistics or HR
Contract: 1 year, Band Management - E1, duty station Beirut, start date ASAP. Salary and conditions follow DRC's Terms of Employment for national and expatriate employees.
