The Danish Refugee Council (DRC) is seeking a national or international Disaster Preparedness Coordinator based in Caracas, Venezuela. DRC Venezuela operates from its country office in Caracas and four field offices in Sucre, Apure and Zulia, implementing integrated programming across Protection, Food Security & Livelihoods, WASH and Disaster Preparedness.
The Disaster Preparedness (DP) Coordinator is DRC's primary expert on institutional and community-based disaster readiness, with an emphasis on proactive strategies, early warning systems and building the resilience of communities and local stakeholders, including local government. The Coordinator leads the strategic direction of the sector in Venezuela, positions DRC in regional and global forums, and acts as technical lead in designing donor proposals and innovative programming.
Key responsibilities:
- Technical support: provide guidance on Disaster Risk Reduction, Disaster Preparedness and Disaster Management at organisational, government and community levels, including anticipatory action and early warning; monitor project implementation; lead the design and implementation of Anticipatory Action (AA) projects, tools and impact measurement systems.
- Coordination and advocacy: liaise with inter-institutional and local partners; contribute to planning and resource mobilisation, including concept notes and proposals; co-lead the AA sub-working group and represent DRC in regional and global forums.
- Learning and knowledge management: strengthen capacity-building and knowledge-sharing; advise on technical developments and best practices; finalise impact studies on localised AA interventions.
- Planning and reporting: support plans and technical reports; provide quality assurance to DRC teams; technically line-manage DP Team Leaders in Apure and Zulia.
Requirements:
- 5 years' humanitarian experience managing programmes or operations in Disaster Risk Reduction, institutional and community preparedness and emergency response.
- 3 years as a project manager in disaster risk management or preparedness in Latin America.
- Experience developing humanitarian early action and/or early warning systems, designing localised DP responses, coordinating with authorities and humanitarian actors, and narrative and financial reporting.
- Ability to lead multidisciplinary teams; Climate Change Adaptation knowledge is an advantage.
- Advanced degree in Disaster Risk Reduction & Management, Urban Planning, social sciences, international development, project management or a related field.
- Fluent English; Spanish communication skills are mandatory.
Contract: expatriate or national contract, subject to budget availability, Band G. HCM insurance fully covered. Start date: October 2026.
