Katalis Phase 2 (2026–2031) is a partnership between the governments of Australia and Indonesia, funded by the Department of Foreign Affairs and Trade (DFAT) and implemented in collaboration with the Government of Indonesia. The program strengthens bilateral economic engagement under the Indonesia–Australia Comprehensive Economic Partnership Agreement (IA-CEPA) through two pillars: IA-CEPA institutional architecture and policy reform, and Skills, Businesses & Inclusive Growth, including the Katalis Business Partnership Fund (KBPF) supporting inclusive, climate-smart business models with Indonesian SMEs and Australian partners.
The MIS & Digital Platform Specialist will provide specialist technical oversight and hands-on support to ensure the continuity, stability and secure operation of Katalis digital platforms, support design and establishment of the Phase 2 MIS architecture, and ensure systems are DFAT-compliant, secure and fit for adaptive program management. Contract: Consultant Agreement, 12 months with up to 100 working days (option to extend a further year). Based in Jakarta.
Responsibilities:
Stream 1 – Custom MIS development and launch: conduct stakeholder workshops and produce the System Requirements Specification; design the database schema, role-based access control, field encryption, audit logs and RESTful APIs; build custom modules for contract/activity pipeline and milestone tracking, financial disbursements, travel, procurement, leave approvals and MEL KPI reporting with automated multi-level approval workflows; develop secure APIs for interoperability with Microsoft enterprise tools and ETL scripts for legacy data migration; run unit, integration and security testing, lead UAT and deploy to production with full documentation.
Stream 2 – Maintenance and support: routine patching, backups, disaster recovery drills, minor enhancements and Level 2/3 helpdesk for the MIS; and monthly updates, security hardening, performance optimisation and technical support for the existing WordPress website.
Qualifications:
- Bachelor's degree in computer science, software engineering, management information systems, IT or a related field.
- Minimum 5 years' hands-on experience in full-stack software development, custom MIS engineering, database management and web platform administration; experience with donor-funded projects (DFAT, USAID, UN) or major NGOs highly preferred.
- Expertise in SQL database design, backend/frontend frameworks, REST APIs, workflow automation and dashboards; interoperability with Microsoft environments.
- Strong WordPress administration, PHP, hosting (cPanel/Plesk/AWS/Azure) and web security skills.
- Proven track record in helpdesk management, patch management and disaster recovery.
