The Government of the Republic of South Sudan, through the Ministry of Water Resources and Irrigation (MWRI), is implementing the Regional Climate Resilience Program (RCRP) and preparing the National WASH Project (NWP) with financing from the International Development Association (IDA) of the World Bank. The projects aim to strengthen climate resilience, improve water resources management, and expand access to safe drinking water, sanitation and hygiene services. To support implementation, the MWRI is engaging qualified personnel within the Project Implementation Unit (PIU) and invites eligible Individual Consultants to express interest in serving as Social Safeguards Officer.
Post: Social Safeguards Officer. Type of appointment: Individual Consultant (Local Hire). Reference No: SS-MWRI-496993-CS-INDV. Duration: 12 months. Reporting to: Project Manager. Duty station: Juba, South Sudan.
Objective of the assignment: to ensure effective management of social risks and impacts during the preparation and implementation of the RCRP/NWP, consistent with the World Bank Environmental and Social Framework (ESF), national legislation, and approved safeguard instruments.
Shortlisting criteria (per the Terms of Reference):
- Bachelor's degree in Social Sciences, Sociology, Anthropology, Social Development Studies, or a related field.
- At least 5 years of professional experience in social assessment and monitoring for infrastructure development projects (preferably in the water sector).
- Experience with World Bank-financed projects or other multilateral financial institutions or international development partners.
The Consultant will be selected under the Selection of Individual Consultants method in the World Bank Procurement Regulations for IPF Borrowers. Government officials or civil servants of South Sudan will not be considered unless on leave of absence without pay, or resigned or retired six months before the date of the advert, and their employment would not create a conflict of interest. Shortlisted candidates will be invited to an oral interview.
