The European Environment Agency (EEA), an EU decentralised agency, is running an open competition to establish a reserve list of experts in IT project management within digital areas (Contract Agent, Function Group IV, Reference EEA/CA/2026/12). The post sits in the Digital Department, under the Head of Unit 'Digital Transformation and Technology Services'. The expert will support the design, evolution and sustainability of digital reporting and data exchange platforms.
Key responsibilities:
- Lead the planning, coordination and oversight of ICT and digital transformation projects. The initial focus is the continued development of Reportnet 3 and the migration and phase-out of Reportnet 2, the EEA's e-reporting platforms for environmental data.
- Define, maintain and monitor project plans, milestones, dependencies, risks, issues, decisions, changes, deliverables and resources.
- Coordinate internal teams, external contractors, business stakeholders and governance bodies. Follow up on suppliers and contracts, and draft tasks and deliverables for contracts together with procurement.
- Prepare project documentation, status reports, briefings and decision papers. Support governance and escalation processes.
- Apply recognised project management approaches such as PM², Agile, Scrum or Agile@EC, and help strengthen project and portfolio management maturity in the Digital Department.
Eligibility: completed university studies of at least three years (or equivalent professional training), plus at least 1 year of relevant professional experience. Candidates must be nationals of an EEA member country (EU Member States plus Iceland, Liechtenstein, Norway, Switzerland and Türkiye), with B2-level knowledge of two EEA languages.
Essential: a degree in IT, Computer Science, Information Systems or Engineering. Proven experience managing complex ICT projects, coordinating technical and business stakeholders and suppliers, and using PM²/Agile/Scrum. English at C1 level.
Advantageous: experience with Reportnet or similar regulatory or environmental reporting platforms, and with supplier and contractor transitions.
Conditions: a Contract Agent contract (Article 3a CEOS) for an initial four years, renewable, with a 9-month probation period. Place of work is Copenhagen, Denmark.
