The Senior Director of Housing Disaster Resilience and Recovery (HDRR) will lead and coordinate efforts to strengthen housing resilience in communities where Habitat works in the context of disasters and conflict. Where appropriate, the work is done through Habitat's Pathway to Permanence approach, which connects short-term and long-term interventions. The Senior Director supervises a team of disaster risk reduction and recovery specialists and works with global and regional departments on HDRR strategy, program design, technical assistance for the network, funding procurement, and engagement with external stakeholders.
Key responsibilities:
- Lead the HDRR team, including line management, performance evaluation and professional development.
- Develop and implement the HDRR strategic plan in alignment with Habitat's global strategy.
- Build organizational capacity on housing resilience and recovery in disasters and conflict through standards, systems, guidelines and monitoring and learning mechanisms.
- Support US and Area Office program teams with program design and implementation, and incorporate housing resilience and disaster risk reduction into long-term programs.
- Coordinate between headquarters units and field operations, including fundraising and donor reporting, monitoring and evaluation, and acting as spokesperson.
- Lead communities of practice, research and advocacy on housing resilience, disaster risk reduction and post-disaster interventions.
- Identify and pursue institutional and private funding, oversee project and program management and grant compliance, and manage the team budget.
- Represent HFHI in disaster risk reduction and housing resilience fora, alliances and coalitions.
Requirements:
- Bachelor's in urban planning, public policy, civil engineering, environmental science or a related field; graduate studies in resilience planning, disaster and conflict management, international development or a related discipline.
- At least 7 years of experience in disaster risk reduction, community resilience, housing development or a related field, with a proven record managing complex, donor-funded projects.
- Experience with partner-based projects and remote management in insecure environments, and leading globally distributed leaders in a federated network in the international development/humanitarian sector.
- At least 5 years working internationally in at least 2 countries in the Majority World/Global South.
- Experience integrating gender and social inclusion in programs.
- Strong understanding of resilience, housing policy, humanitarian principles and International Humanitarian Law, and disaster risk reduction frameworks; excellent project management, analytical and communication skills.
The US hiring range is $134,200 - $199,600 USD. Full-time, regular position.
