Location: The Hague, Netherlands
The Independent Oversight Mechanism (IOM) of the International Criminal Court is an operationally independent office, established under article 112(4) of the Rome Statute. Its head reports to the President of the Assembly of States Parties. It provides assurance of effective oversight of the Court through independent evaluations, investigations and inspections. The ICC is recruiting an Evaluation Officer (P-3) on a Short Term Appointment of up to 12 months. The minimum net annual salary is €92,803.
Duties and responsibilities:
- Plan, design, manage and undertake evaluations, draft terms of reference and conduct evaluability assessments.
- Collect, review and analyse qualitative and quantitative data to build evidence-based findings and conclusions.
- Manage external consultants: identify, hire and supervise external evaluation experts or panel members, and manage the evaluation budget and timelines.
- Produce comprehensive evaluation reports, prepare briefs and presentations, and present results to management and stakeholders.
- Develop and ensure that IOM evaluation standards and practices remain consistent with best practice.
- Develop and promote guidance on self-evaluation standards and practices for the Court.
- Monitor the Court's actions in response to evaluation conclusions and recommendations.
- Undertake other ad hoc work as required by the Head of IOM.
Qualifications and experience:
- An advanced university degree in social science or a related field. A first-level degree plus two additional years of qualifying experience is accepted instead. A legal background is an asset.
- At least five years (seven with a first-level degree) of progressively responsible professional experience in evaluating projects, programmes and policies.
- Experience working with diplomatic representatives and senior staff in an international or large legal organisation is highly desirable.
- Strong knowledge of evaluation methodologies (surveys, record reviews, focus groups, case studies), sampling techniques and questionnaire design.
- Strong interviewing, analytical, report-writing, planning and project management skills.
- Proficiency in English or French is required. Knowledge of the other working language is highly desirable. Arabic, Chinese, Russian or Spanish is an asset.
The post is to be filled by a national of a State Party to the ICC Statute, or of a State that has signed and is engaged in ratification or accession. Applications from women are particularly encouraged. The selected candidate will undergo a Personnel Security Clearance process.
