Location: Dar es Salaam, Tanzania
The Senior Technical Advisor (STA) for Public-Private Partnership (PPP) & Governance provides strategic leadership, technical direction and operational oversight for the design, implementation and management of public-private partnership initiatives under the FHI 360 Supply Chain project in Tanzania. The role is a key liaison between the Government of Tanzania, including the Ministry of Health (Mainland and Zanzibar) and PO-RALG, and private-sector stakeholders such as local manufacturers, private distributors, logistics service providers and digital technology innovators.
The STA will identify, develop and scale sustainable, market-driven partnerships that strengthen health supply chain performance, commodity security and system resilience, advancing private-sector solutions for forecasting, procurement, distribution, data visibility and supply chain financing.
Key responsibilities:
- Provide strategic and technical advice to government institutions on strengthening governance structures, institutional accountability, transparency and performance management across the health supply chain.
- Support the development, review and implementation of governance frameworks, policies, guidelines and SOPs.
- Support governance and coordination mechanisms among the Ministry of Health, PO-RALG, MSD, regulatory authorities and other stakeholders.
- Design and execute a private sector engagement strategy aligned with national guidelines.
- Identify, evaluate and build alliances with private logistics providers, distributors, 3PLs and technology companies.
- Provide technical assistance to the MoH and Medical Stores Department (MSD) to integrate private sector capacities into national supply chain architectures.
- Strengthen governance for transparent contract management, risk sharing and health financing models.
- Monitor and evaluate PPP initiatives against project metrics and US Government regulations.
- Conduct periodic reviews of supply chain processes to identify governance gaps, control weaknesses and compliance risks; develop risk registers, governance KPIs and dashboards; prepare periodic governance reports.
Requirements:
- Master's degree in Business Administration, Public Administration, Public Policy, Supply Chain Management, Public Health, International Development or a related field.
- Minimum 7-10 years of progressive experience in public-private partnerships, governance, strategic partnerships, supply chain operations or private sector engagement, preferably in USG-funded or international health initiatives.
- Demonstrated experience working with the Ministry of Health (Mainland Tanzania and Zanzibar), PO-RALG, MSD, regulators, development partners and private-sector stakeholders.
- Strong understanding of Tanzania's public health landscape, pharmaceutical logistics networks and policy environment, and of public procurement legal frameworks and PPP guidelines.
- Advanced negotiation, contract design and stakeholder management skills.
Reports to the Associate Director – Supply Chain. Travel: 10%-25%. Full time.
