Purpose: The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will establish and manage effective systems to track project performance, strengthen data quality, support accountability to participants, and document learning. The Officer will lead the operationalisation and continuous strengthening of the E-Mobility Project MEAL system, ensuring credible evidence on implementation, outputs, outcomes and contribution to intended change, aligned with the approved DGBP/DANIDA Project Document and Results Framework, donor requirements and LM MEAL and AAP standards.
Key responsibilities:
- Monitoring & results management: maintain the results framework, indicator reference sheets, MEAL plan, data-collection tools, indicator tracker and project performance dashboard; conduct monitoring visits and verify reported results.
- Data quality & reporting: establish procedures for collecting, validating and storing data; run routine data-quality checks; prepare MEAL inputs for donor and management reports; maintain an evidence repository.
- RBC and project management support: translate RBC guidelines and workplan into a monitoring tracker; track milestones, risks, reporting deadlines and compliance; escalate delivery risks to the Project Manager.
- Accountability & learning: strengthen inclusive participant feedback and complaints mechanisms, facilitate reflection sessions, maintain a learning agenda and produce learning products and case studies.
- Partner assessments & compliance follow-up: verify documentation of WRA and Green Hub assessments, track management responses and corrective actions, and monitor their implementation.
Requirements: Bachelor's degree in monitoring and evaluation, statistics, development studies, social sciences, economics or a related field; at least three years of MEAL experience in development programmes; experience with MEAL frameworks, indicator tracking, quantitative and qualitative data collection and reporting; working knowledge of data protection requirements including the Uganda Data Protection and Privacy Act 2019; strong spreadsheet and digital data-collection skills; experience supporting implementing partners; strong analytical and written communication skills; understanding of accountability, safeguarding and inclusion; ability to undertake field travel. Desirable: experience in livelihoods, financial inclusion, savings and loans, sustainable mobility or private-sector development; donor-funded project experience and dashboard tools.
Duty station: Kampala, Uganda, with travel to project locations. Contract: October 2026 to October 2027. Reports to the E-Mobility Project Manager.
