Danish Refugee Council (DRC), one of the world's leading humanitarian NGOs, is looking for a qualified Finance and HR Officer for its operations in Jigjiga, Ethiopia. The role manages financial and HR support functions at field level, ensures compliance with DRC policies and procedures, and assists the Project Manager in strengthening internal controls and accountability. The position supports the AfD-funded H.E.R project (Hope, Empowerment, and Resilience) and long-term operations in the Benishangul Gumz Region.
Finance responsibilities: process vendor, staff and casual worker payments on time and in line with DRC and donor requirements; keep daily and monthly cash books, perform bank reconciliations and cash counts; process and clear staff advances; ensure payments are correctly coded in DYN (DRC's ERP system); assist with monthly financial reports and internal/external audits; ensure tax, pension and statutory deductions are correct and paid on time; maintain an organized, auditable filing system.
Human Resources responsibilities: support field-level recruitment (posting, screening, interviewing, onboarding); maintain staff records, track leave and manage contract documentation; provide monthly payroll inputs; coordinate staff inductions and orientations; verify staff registration with the government pension scheme and ID cards; follow up on HR correspondence with the Country Office HR team.
Requirements: at least 3 years of relevant finance and HR experience, preferably in an NGO; strong understanding of accounting principles and financial regulations; familiarity with ERP systems (e.g., DYN) and advanced Microsoft Office/Excel skills; in-depth knowledge of Ethiopian labor laws and administrative procedures; HR practice and staff coordination experience preferred; excellent organizational and interpersonal skills. Bachelor's degree in accounting, business administration, human resources or a related field. Fluent spoken and written English; Somali and Afan Oromo preferred.
Contract: 10 months, National Contract, Band H2, start date 15 November 2026. Salary and conditions per DRC's Terms of Employment for National employees.
