The People & Culture Officer (Payroll & HRIS) at the Head Office in Yangon is responsible for managing the payroll process, ensuring accurate and timely payments, and maintaining compliance with tax regulations. The role also involves maintaining and optimizing the HRIS systems (Oracle, On-Desk & Agresso) to support effective payroll management, personal data integrity, leave reconciliation, and accurate reporting. Reports to the P&C Manager. Grade NAT-4, fixed-term contract, full-time, 1 position.
Key responsibilities:
- Payroll and taxation: ensure accurate and timely monthly payroll processing (calculations, deductions, adjustments, reconciliation, loans, advances, leave without pay, allowances) and distribute e-payslips monthly; coordinate with recruitment teams on new hires, transfers, promotions and terminations; prepare annual increments; process final payments for leavers; ensure compliance with national and international tax laws and statutory deductions; coordinate staff insurance reporting and premium payments.
- Staff data management: reconcile monthly staff lists against payroll reports across On-Desk and Oracle; submit consolidated staff list reports to the HR Hub twice monthly; maintain staff benefits-related data.
- HRIS administration (Oracle and On-Desk): maintain accurate staff records, run reports, process staff movements and terminations, prepare turnover and leaver analysis and people scorecard data, share leave balance reports with field HR focal points, and coordinate with IT and payroll system teams to resolve issues.
- Compliance and communication: ensure data protection compliance, support internal and external payroll audits, adhere to HR policies, labour laws and tax regulations, and resolve employee payroll queries.
- HR/partner capacity building: provide HR induction and capacity building training to field HR and support partner assessments.
Experience and skills:
- Bachelor's degree in Business Administration, or relevant HR diploma/accounting certificate preferred.
- Proven experience in payroll processing and tax compliance.
- Familiarity with HRIS systems and proficiency in payroll software.
- Strong understanding of local labour laws, tax regulations and statutory requirements.
- Attention to detail, accuracy and problem-solving skills; excellent communication and organizational skills; English language ability.
- Commitment to Save the Children's aims, values and principles.
