The Norwegian Refugee Council (NRC) is recruiting a Monitoring, Evidence, Accountability and Learning (MEAL) Coordinator based in Bouar, Central African Republic. The Central African Republic continues to face major humanitarian, protection and recovery needs after years of conflict and displacement. NRC has worked in the country since 2014. Its programmes cover Information, Counselling and Legal Assistance (ICLA), Education, Shelter, WASH, and Protection from Violence. From 2027, NRC will move from a stand-alone country office in CAR to an integrated operational presence under the Cameroon country office.
The MEAL Coordinator adapts and coordinates NRC's MEAL systems and standards at Area level. The role makes sure MEAL systems, plans, tools and procedures are applied in practice. It also gives technical supervision, capacity building and guidance to MEAL staff and programme teams. The post links the country-level MEAL framework to its use in projects, so that evidence informs programme decisions, learning and adaptation.
Key responsibilities:
- Line-manage direct reports, including performance management, planning, recruitment, onboarding and staff development.
- Support the development and rollout of MEAL systems, SOPs, guidelines and tools.
- Coordinate the implementation and harmonisation of NRC MEAL systems and standards at Area level.
- Give technical support to MEAL staff and programme focal points on assessments, outcome monitoring and evaluations, including multi-sector and thematic assessments.
- Make sure evidence from outcome monitoring, evaluations and community feedback mechanisms (CFM) is collected, synthesised and used to adapt tools, systems and learning.
- Support the inclusion and analysis of indicators for cash and market-based interventions.
- Support partners and consortium members to strengthen their MEAL systems and align joint monitoring and evaluation.
- Train programme and partner staff on data collection tools, outcome monitoring methods and safe data management.
- Give rapid MEAL support to emergency responses, such as post-distribution monitoring (PDM) and data verification.
- Support the database officer, enter outcomes in GORS, run monthly sessions to remove double counting of participants, and take part in periodic data quality control.
- Make sure cross-cutting indicators (SIP, gender, age, disability) are included in all assessments and monitoring.
Qualifications:
- At least 3 years of MEAL experience, including at least 2 years in a management role in an international NGO, preferably in emergency or post-conflict settings and with internally displaced persons.
- Bachelor's-level degree (Bac+3) in statistics, information systems management, social sciences, development studies or a related field. Candidates without the degree but with at least 5 years of relevant experience may be considered.
- Skills in data analysis, report writing, remote MEAL coordination, programme evaluation methods and participatory facilitation and training.
- Experience building XLSForm/KoBo forms and coaching colleagues in them.
- Proficiency in Microsoft Office; Microsoft 365 tools are an asset.
- Good French is required; English is an asset. Knowledge of local languages is desirable.
Terms: 12-month contract, renewable subject to funding. Duty station is Bouar, with about 30% field travel. Salary is Grade 7, step 1 on the NRC CAR scale. Desired start date is January 2027.
