The National Laboratory Strategic Planning Implementation Officer will provide technical and coordination support for implementation of the National Laboratory Strategic Plan (2025-2030), deployed to the DOH Office for Health Laboratories on behalf of the USAID-funded STRIDES Activity. The role involves coordinating with DOH hospitals, Centers for Health Development, and National Reference Laboratories to advance priority initiatives on laboratory governance, workforce development, and quality systems. Key functions include monitoring implementation milestones, preparing policy and technical documents to support OHL leadership decision-making, and facilitating stakeholder consultations and progress reporting to the NLSP Steering Committee. The officer will also contribute to mid-term and end-term assessments of NLSP implementation.
Key Responsibilities: Support rollout of NLSP strategies and activities; coordinate with the Council for Health and Development, DOH Hospitals, and National Reference Laboratories on governance, workforce, and quality system initiatives; develop and monitor indicators and milestones; prepare policy briefs and documentation for OHL decision-making; facilitate stakeholder consultations and reporting to the NLSP Steering Committee; support mid-term and terminal evaluations; report regularly to the FHI 360 STRIDES project office; represent STRIDES and FHI 360 at OHL.
Requirements: Bachelor's degree in medical technology, Public Health, or related field; minimum 3 years of experience in health systems strengthening, project management, or laboratory programs; knowledge of national laboratory policies, Quality Management Systems, and One Health principles preferred; strong coordination and stakeholder engagement skills; excellent analytical and writing abilities; capacity to deliver under tight timelines with minimal supervision. Expected salary range: PHP 720,000-840,000 annually.
