The Norwegian Refugee Council (NRC) in the Central African Republic is hiring a Humanitarian Access and Safety Coordinator, based in Bouar, as part of its 2027-2030 strategy. The Humanitarian Access and Safety (HAS) function enables a safe, principled humanitarian response for communities, partners and NRC staff, despite security and access constraints from conflict, violence, environmental challenges and bureaucratic impediments.
Responsibilities:
- Support the HAS Manager in implementing NRC's HAS management system in CAR, prepare required reports and deliver the HAS operational plan.
- Promote a culture of safe, principled humanitarian response and support the Minimum Standards for Safe and Inclusive Programming.
- Line-manage direct reports, including performance management, workforce planning, recruitment, onboarding and development.
- Support contextual analysis and help develop contingency plans, access strategies and context-specific SOPs.
- Support security risk assessments and access assessments, including rapid SRAs for new operational areas, with a focus on the Bangui country office and the Kaga Bandoro area.
- Monitor compliance with the HAS management system and run training, including HEIST, field first aid, drills and simulations for staff and partners.
- Coordinate with external actors and represent NRC in security coordination groups, the Humanitarian Access Working Group (HAWG) and civil-military coordination.
- Advise on engagement with conflict parties, support incident management in NRC Protect, build local partners' capacity, and promote safeguarding.
Qualifications:
- Bachelor's degree (Bac+3) in social sciences, security and risk management, humanitarian access and crisis management or a related field.
- At least five years of relevant experience in a humanitarian or recovery context.
- Strong understanding of humanitarian principles, NGO safety and risk management, humanitarian access and civil-military coordination; experience in complex contexts and access negotiations.
- Proficiency in MS Office; prior experience as a trainer is an asset.
- Professional fluency in French; English is an asset. Knowledge of local languages is an asset.
Offer: 12-month contract, renewable subject to funding; based in Bouar with 50% field travel; Grade 7, step 1 on the NRC CAR salary scale; desired start date January 2027. The post is reserved for Central African nationals and foreign candidates legally entitled to work in the Central African Republic.
