Ipas Pakistan is an international non-governmental organization (INGO) that supports the Government of Pakistan in achieving Sustainable Development Goal 3 (good health and wellbeing), working to reduce maternal mortality and morbidity associated with unsafe practices. Ipas collaborates with provincial governments to provide technical assistance and strengthen the public and private healthcare system. Ipas is seeking a Country Finance Manager for its Islamabad-based head office.
Job Summary: The Country Finance Manager is a core position that manages financial and accounting functions for country operations, including monthly closing, payments and receipts, local reporting and financial statements, compliance with Ipas policies, due diligence and monitoring of sub-recipients' budget expense reports, and adherence to local regulatory requirements. The role ensures compliance with statutory obligations on taxation, financial management and banking, coordinates external audits and facilitates internal audits. The manager works closely with the Country Director, Regional Finance Manager and Program Support Team on annual operating budgets and donor reporting.
Primary Responsibilities:
- Government & Regulatory Compliance: ensure compliance with Government of Pakistan laws and INGO regulations, including labor, taxation and financial reporting; oversee submission of audited financial statements to the Ministry of Interior; manage payroll, withholding and sales tax filings with FBR and provincial authorities; support NOC applications and government inquiries.
- Financial Management: lead the country office finance function with strong internal controls; maintain financial policies and systems; lead budgeting, forecasting, donor reporting and month-end close; oversee award, sub-award and partner financial management; coordinate audits, ERP implementation and corrective action plans; oversee accounting, payroll and procurement-related financial compliance.
- Fundraising Support: develop accurate, competitive and compliant proposal budgets and support the country fundraising plan.
- Leadership: serve on the Country Management Team, contribute to country strategy, risk management and business continuity, and foster an inclusive work environment.
- Team Management: lead and develop a high-performing finance team.
Requirements:
- Advanced degree or qualification in Accounting, Finance or a related field.
- Professional accounting certification such as ACCA, CA, CMA/ACMA or equivalent.
- Strong knowledge of accounting standards, GAAP, financial systems and reporting.
- Demonstrated leadership and financial management experience in INGOs/NGOs, including risk management and internal controls.
- Substantial experience managing diverse donor-funded projects and ensuring donor compliance.
- Experience with budgeting, forecasting, audits, non-profit and fund accounting, and supervising finance staff.
- Knowledge of financial and regulatory requirements for INGOs in Pakistan.
- Proficiency in MS Office and ERP systems.
- Excellent written and spoken English and fluency in Urdu.
