War Child Alliance is seeking a Head of Programme & Partnerships for its Jordan/Syria response, based in Damascus (Syria) with a Jordan (Amman) office option. The role is responsible for programme development, institutional fundraising, quality assurance and monitoring, evaluation, accountability and learning (MEAL), primarily in Education, Child Protection/Child Safeguarding and Mental Health & Psychosocial Support (MHPSS), as well as oversight of the grants management function.
Responsibilities:
- Lead development of solicited and unsolicited project proposals and funding applications, aligned with donor requirements and War Child's strategic priorities.
- Build and maintain strategic relationships with donors, UN agencies, government, peer organisations and local partners for resource mobilisation and programme scale-up.
- Lead development and implementation of the country office fundraising strategy and of country and programme strategies, annual plans and reports.
- Oversee thematic strategies, programme quality standards, guidelines and tools, and technical assistance and capacity development in Education, CP/CSG and MHPSS.
- Represent War Child in coordination forums, contribute to localisation initiatives, and integrate gender equality, disability inclusion, child participation and safeguarding across programmes.
- Lead the Programme and Partnerships department (Resource Mobilisation & Grants, MEAL, localisation) with up to 5 direct reports; serve on the Country Management Team and deputise for the Country Director.
Profile:
- Relevant academic degree and at least five years of senior management experience in the humanitarian/development sector, preferably international.
- Proven experience writing proposals for a wide range of donors and managing programmes in conflict-affected or complex environments, in at least two of Education, Child Protection and MHPSS.
- Strong knowledge of MEAL methodologies, partnership with local/national actors, and a track record of securing institutional donor support.
- Excellent English; Arabic a major asset; understanding of the Syria context an asset.
Contract: one-year contract with intention to extend to open-ended; full-time, 40 hours per week; unaccompanied duty station; expat package for international candidates. Open to national, regional and international candidates.
