Humanity & Inclusion (HI) is an independent and impartial international solidarity organisation working in situations of poverty, exclusion, conflict and disaster, alongside persons with disabilities and vulnerable populations. HI is recruiting a Humanitarian Access and Security Manager (HAS) based in Bunia, DRC, for an international contract of 2 months (renewable), starting as soon as possible. The post is also open locally.
Context: Ituri province in eastern DRC faces persistent armed conflict, large-scale displacement and high humanitarian needs. Since 15 May 2026, a 17th Ebola outbreak has spread across several provinces, including Ituri, North Kivu, Tshopo and Haut-Uélé. The mission supports the Ebola response by accompanying the opening of the HI base in Bunia and the ATLAS logistics facilities planned in Nia-Nia (and, depending on operational needs, Fataki or another location), supporting the start of activities in Ituri under adapted security and access conditions while building the capacity of the local HAS team.
Responsibilities (under the area manager):
- Secure HI/ATLAS facilities: assess premises in Bunia, the Nia-Nia warehouse and other logistics sites; define priority safety and security measures and support their implementation.
- Consolidate analyses of axes and intervention zones: use existing HAS assessments and lessons from transport operations in Ituri and Tshopo; document, reassess and assess new axes and zones.
- Produce essential HAS documents for the Bunia opening: a streamlined local security plan with full risk analysis grid; a local contingency plan with annexes (communication tree, critical scenarios, evacuation options, contact list); key security SOPs; and a security briefing pack for arrivals.
- Recruit and support the local HAS team: contribute to recruiting two staff, provide practical training and coach them in using and updating HAS analyses, procedures and tools.
- Support the start-up and monitoring of ATLAS operations: advise operational managers on security and access conditions, support movement preparation and follow-up, and recommend adaptations.
- Represent HI and coordinate HAS in Ituri: take part in the Ituri Access Working Group and weekly INSO meetings; maintain contacts and share information with HI/ATLAS teams.
Requirements: at least 3 years of field experience with humanitarian NGOs as Security/Humanitarian Access Manager in emergency, complex and unstable contexts; experience in incident/crisis management, humanitarian access and capacity building; command of security and humanitarian access concepts, tools and processes; strong sense of priorities, organisation and autonomy.
Package: international contract; salary from €2,800 gross/month; per diem €684 net/month; hardship allowance €500 net/month; 25 days paid leave per year; R&R of 5 days every 8 weeks; unaccompanied post; collective housing provided by HI; health, repatriation and social cover. Local package for in-country residents.
